Recommendation

Adopt a Resolution:
|
1)
|
Authorizing the President of the Board to execute an agreement with Anlee Kuo, M.D. for the provision of child psychiatry services for the term July 1, 2005 through June 30, 2007, for a maximum obligation of $237,640, Net County Cost of $47,528; and

2)
|
Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed $25,000 in aggregate and to make minor changes in the types of services and activities provided under the Agreement.

Background
|
There has been a shortage of adult and child psychiatrists in California and in the nation for the past several years. Mental Health has found it extremely difficult to fill adult and child psychiatrist positions. Physicians are exempt from the requirement for a Request for Proposals process, and Mental Health Services Division runs advertisements for specialty psychiatric services on a regular basis in the Northern California Psychiatric Newsletter and other venues as needed. Dr. Kuo was selected from candidates who responded to those advertisements.

The County Manager approved an agreement with Dr. Kuo for the term July 12, 2004 through June 30, 2005.

Discussion
|
Dr. Kuo will provide psychiatric services for youth at various mental health sites. The services shall include youth medication evaluation and treatment, psychotherapy and family consultation, residency training, case consultation to staff, and other duties as assigned.

The term of this agreement is July 1, 2005 through June 30, 2007. The agreement has been reviewed and approved by County Counsel and Risk Management. The agreement with Dr. Kuo is currently on the Continuing Resolution.

Fiscal Impact
|
Contract physicians receive the same payment scale as was negotiated by the Independent Practice Association (IPA). A 3% COLA has been included for FY 2005-06 and a 4% COLA has been included for FY 2006-07.
|
|
The contract maximum is $237,640 for the two-year term. The maximum for FY 2005-06 is $116,490 which has been included in the approved FY 2005-06 budget for Mental Health Services. State and federal Medi-Cal is expected to fund $44,266 of the cost. A total of $27,958 is funded through AB 3632, and Realignment will fund $20,968. The remaining $23,298 is Net County Cost.

The maximum for FY 2006-07 is $121,150. Of that amount, State and federal Medi-Cal is expected to fund $46,037, and $29,076 is expected to be provided through AB 3632 funding. Realignment is expected to fund $21,807, with the remaining $24,230 being Net County Cost. The total Net County Cost for the two-year agreement is $47,528.
