Agreement with Barbara Yates, M.D.

 

RECOMMENDATION:

Adopt a resolution:

1)

Authorizing the President of the Board to execute an agreement with Barbara Yates, M.D. to provide psychiatric services for the term July 1, 2005 through June 30, 2007, for a maximum obligation of $203,934; and

   

2)

Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed $25,000 in aggregate and to make minor changes in the type of services and activities provided under the Agreement.

The agreement contributes to this commitment by providing psychiatric services for clients 60 years of age or older or homebound clients who have complex medical and psychiatric problems and who are at risk of extended hospitalizations.

BACKGROUND:

There has been a shortage of adult and child psychiatrists in California and in the nation for the past several years. Mental Health has found it extremely difficult to fill adult and child psychiatrist positions. Physicians are exempt from the requirement for a Request for Proposals process, and Mental Health Services Division runs advertisements for specialty psychiatric services on a regular basis in the Northern California Psychiatric Newsletter and other venues as needed. Dr. Yates was selected from candidates who responded to those advertisements.

 

DISCUSSION:

Dr. Yates will provide psychiatric services for clients 60 years of age or older and homebound clients who have complex medical and psychiatric problems and who are at risk of extended hospitalizations. Her duties include psychiatric and medication evaluation and treatment, treatment plan review, and case consultation.

 

Mental Health Services has contracted with Dr. Yates since July 1996.

 

The term of this agreement is July 1, 2005 through June 30, 2007. The agreement has been reviewed and approved by County Counsel and Risk Management. The agreement with Dr. Yates in on the continuing resolution.

 

FISCAL IMPACT:

Contract physicians receive the same payment scale as was negotiated by the Independent Practice Association (IPA). A 3% COLA has been included for FY 2005-06 and a 4% COLA has been included for FY 2006-07.

 

The contract maximum is $203,934 for the two-year term. The maximum for FY 2005-06 is $99,965 which has been included in the approved budget for Mental Health Services. State and federal Medi-Cal is expected to fund $69,975 of the cost. Sales tax provided through Realignment will cover the remaining $29,990. There is no Net County Cost.

 

The maximum for FY 2006-07 is $103,969, which has been included in the approved budget for FY 2006-07 for Mental Health Services. Funding arrangements similar to those for FY 2005-06 shall be put in place for FY 2006-07.
