Agreement with Lovella Caluya-Diaz, M.D. dba Baywood Medical Group

 

Recommendation

Adopt a resolution:

1)

Authorizing the President of the Board to execute an agreement with Lovella Caluya-Diaz, M.D., dba Baywood Medical Group for the provision of psychiatric services to clients of the Pre-To-Three Program for the term July 1, 2005 through June 30, 2007, for a maximum obligation of $152,950; and

   

2)

Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed $25,000 in aggregate and to make minor changes in the types of services and activities provided under the Agreement.

Background

There has been a shortage of child psychiatrists in California and in the nation for the past several years. Mental Health has found it extremely difficult to fill child psychiatrist positions. Physicians are exempt from the requirement for a Request for Proposals process, and Mental Health Services Division runs advertisements for specialty psychiatric services on a regular basis in the Northern California Psychiatric Newsletter and other venues as needed. Dr. Caluya-Diaz was selected from candidates who responded to those advertisements.

 

Mental Health Services has contracted with Dr. Caluya-Diaz since July of 1999.

 

Discussion

Dr. Caluya-Diaz will provide psychiatric services to clients of the Pre-To-Three Program. Services will include: admission assessments and treatment planning; psychiatric and psychopharmacological treatment of clients; consultation with clinical staff and affiliated providers; and participation in clinical case conferences.

 

The term of this agreement is July 1, 2005 through June 30, 2007. The agreement has been reviewed and approved by County Counsel and Risk Management. The agreement with Dr. Caluya-Diaz is currently on the Continuing Resolution.

 

Fiscal Impact

Contract physicians receive the same payment scale as was negotiated by the Independent Practice Association (IPA). A 3% COLA has been included for FY 2005-06 and a 4% COLA has been included for FY 2006-07.

 

The contract maximum is $152,950 for the two-year term. The agreement maximum for FY 2005-06 is $74,974 which has been included in the approved FY 2005-06 budget for Mental Health Services. Grant funding from San Mateo County First Five will cover $50,232, and state and federal Medi-Cal will fund $20,993. The remaining $3,749 is the Net County Cost. The maximum for FY 2006-07 is $77,976. Similar funding arrangements will be in place for FY 2006-07.
