Background
There has been a shortage of adult and child psychiatrists in California and in the nation for the past several years. Mental Health has found it extremely difficult to fill adult and child psychiatrist positions. Physicians are exempt from the requirement for a Request for Proposals process, and Mental Health Services Division runs advertisements for specialty psychiatric services on a regular basis in the Northern California Psychiatric Newsletter and other venues as needed. Dr. Osher was selected from candidates who responded to those advertisements.
Mental Health Services has contracted with Dr. Osher since January 2004 for the provision of these services.
Discussion
Dr. Osher will provide psychiatric services for children and youth in San Mateo County. The services shall include child and youth medication evaluation and treatment, psychotherapy, family consultation, and case consultation to staff.
The term of this agreement is July 1, 2005 through June 30, 2007. The agreement has been reviewed and approved by County Counsel and Risk Management. The agreement with Dr. Osher is currently on the Continuing Resolution.
Fiscal Impact
Contract physicians receive the same payment scale as was negotiated by the Independent Practice Association (IPA). A 3% COLA has been included for FY 2005-06 and a 4% COLA has been included for FY 2006-07.
The contract maximum is $338,538 for the two-year term. The agreement maximum for FY 2005-06 is $156,814, which has been included in the approved FY 2005-06 budget for Mental Health Services. State and federal Medi-Cal will fund $78,407 and state allocations for AB3632 services will fund $26,658. The Human Services Agency will fund $7,841, and $23,522 will be funded through Realignment. The remaining $20,386 is Net County Cost.
The agreement maximum for FY 2006-07 is $181,724, which is included in the FY 2006-07 budget for Mental Health Services.
