Agreement with Graham Beaumont, M.D.

   
 

RECOMMENDATION:

Adopt a Resolution:

1)

Authorizing the President of the Board to execute an agreement with Graham Beaumont, M.D. for the term July 1, 2005 through June 30, 2008, for a maximum obligation of $150,000; and

   

2)

Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed $25,000 in aggregate and to make minor changes in the type of services and activities provided under the Agreement.

The Agreement contributes to this commitment and goal by providing psychiatric services for San Mateo County adults and adolescents at various mental health sites.

BACKGROUND:

In March 1995, your Board approved the acceptance of State and Federal funds to implement the San Mateo County Managed Care Mental Health Plan (MHP). As part of this plan, the Mental Health Services Division offered contracts to any and all qualified and willing providers to provide mental health services to San Mateo County Medi-Cal clients, uninsured clients, and other clients for whom we have assumed responsibility. In addition, physicians are exempt from the requirement for a Request for Proposals process. Dr. Beaumont joined our managed care provider network at its inception in April 1995 and has continued as a provider of psychiatric services since that time.

 

DISCUSSION:

Dr. Beaumont is one of a few managed care network psychiatrists who provide continuous inpatient and outpatient services to a substantial number of San Mateo County MHP clients. Due to the shortage of psychiatrists in the Bay Area generally and in the network specifically, the level of service activity provided by this psychiatrist is significant and requires an agreement for a greater volume of service than is usually given to MHP providers.

 

County Counsel has reviewed and approved this agreement and Risk Management has approved the insurance coverage for this provider. Only services authorized by the San Mateo County Mental Health Services ACCESS Team will be paid.

 

This contract is late due to a transition in Mental Health Services Provider Relation staffing.

 

FISCAL IMPACT:

The term of the agreement is July 1, 2005 through June 30, 2008.

 

The agreement maximum is $150,000 for the three-year term. For FY 2005-06, $50,000 has been included in the approved FY 2005-06 budget for Mental Health Services. This agreement is 100% funded through State and Federal funds set forth for the MHP. There is no Net County Cost.
