SUBJECT:

Amendment to the Agreement with Children’s Health Council, Inc.

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board to execute an amendment to the Agreement with Children’s Health Council, Inc. for the period July 1, 2004 through June 30, 2006, for a maximum obligation of $459,064.

The Agreement contributes to this commitment and goal by providing school-based mental health services for emotionally and behaviorally disturbed children and adolescents.

BACKGROUND:

For over 10 years Children’s Health Council, Inc. (CHC) has provided intensive school-based mental health services for San Mateo County children with complex emotional, behavioral, and developmental problems. Children placed at CHC are referred jointly by Mental Health Services and local school districts. These youth need mental health services to benefit from their special educational programs, and they cannot be maintained in public school. The Mental Health Services Division is responsible for providing those services under Government Code, Title 1, Division 7, Chapter 26.5.

 

DISCUSSION:

CHC will provide services to an average of 16 youth per month for 11 school months. This is an increase from an average of 14 youth for FY 2004-05. Services will include medication assessment and treatment, classroom interventions, individual therapy, group therapy, case management, crisis intervention, and referrals to community services.

 

The Agreement is being amended to increase the Agreement maximum for FY 2004-05 and to extend the term of the Agreement through June 30, 2006.

 

Mental Health Services is engaged in an extensive and unprecedented planning process for new services as required by the Mental Health Services Act (MHSA). The results of this process will impact the design of school-based outpatient mental health services. A request for proposals (RFP) will be issued for FY 2006-07 to select contractors who will be best able to provide services in compliance with the results of the MHSA planning.

 

This Agreement is currently on the continuing resolution.

 

FISCAL IMPACT:

The term of this amended Agreement is July 1, 2004 through June 30, 2006. The Agreement has been reviewed and approved by Risk Management and County Counsel.

 

The maximum for FY 2004-05 is being increased by $24,000 from $205,313 to $229,313 and that amount is included in the FY 2005-06 approved budget. It is expected that state and federal Medi-Cal funds will cover $1,680 of the costs, state allocations for AB3632 services will fund $12,480, sales tax provided through Realignment will fund $240, and Net County Cost is $9,600.

 

The maximum for FY 2005-06 is $229,751, which is included in the FY 2005-06 approved budget for Mental Health Services. It is expected that state and federal Medi-Cal funds will cover $16,082 of the costs. State allocations for AB3632 services will fund $119,471. The Net County Cost is $94,198. CHC was granted a 3% COLA for FY 2005-06 which is reflected in the new Agreement maximum of $459,064.
