SUBJECT:

Agreement for the Reimbursement of Certain Costs Incurred by the Las Lomitas School District Associated with the School Crossing Guard Program – Menlo Park Area

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute an agreement with the Las Lomitas School District (District) which provides that the County will reimburse the District for certain costs associated with the school crossing guard program.

Authorizing the President of the Board to execute the agreement with the District will help finance the cost of school crossing guards that assist school children in crossing streets in the unincorporated area while going to and from school.

 

Background

 

Previous Board Action

Adopted Resolution No. 40598 establishing standards and procedures for the provision of school crossing guard program that was previously administered by the Califomia Highway Patrol.

 

History

The County was funding the school crossing program for four (4) elementary school districts:

 
 

Las Lomitas School District, Menlo Park Area

 
 
 

Redwood City School District, Redwood City Area

 
 
 

San Mateo/Foster City School District, San Mateo Area

 
 
 

Jefferson Elementary School District, Daly City Area

 
 

with revenue from fines and forfeitures that were previously deposited in the Road Fund pursuant to the provisions of Section 42201(e) of the California Vehicle Code. The Road Fund no longer receives fines and forfeitures revenues and the financing of the school crossing program is now financed with Half Cent Transportation Funds as approved by your Board. However, there were no commensurate changes in the procedures that were adopted in 1980 when the Califomia Highway Patrol was phasing out of the program pursuant to changes in State law.

 

We subsequently sent questionnaires to the four (4) school districts listed above, to obtain information on their current school crossing program and to notify them that an agreement would be necessary in the future in order for us to process their requests for school crossing guard cost reimbursements.

 

Discussion

The Las Lomitas School District (“District”) provided all the requested information and we are recommending that your Board authorize the President of the Board to execute the agreement so that we may begin reimbursing the District for their 2005-2006 school year crossing guard costs.

 

We will bring agreements to your Board to reimburse the other three school districts once they have provided the necessary information and each agreement has been executed by the respective school district.

 

A resolution and agreement has been approved as to form by County Counsel and the District has executed the agreement.

 

Fiscal Impact

The total estimated cost associated with reimbursing the Las Lomitas School District for the school crossing guard program is approximately $11,000. Reimbursement of these costs is proposed to be funded with Half Cent Transportation Funds.

 

There is no impact to the General Fund.
