RECOMMENDATION:

Adopt a Resolution authorizing:

A.
|
The execution of an Agreement with Genesis Technology Partners for preventative maintenance and service of general biomedical and imaging equipment, for the term January 1, 2006 to December 31, 2008, in an amount not to exceed $1,927,500.

B.
|
The Chief Executive Officer of San Mateo Medical Center (SMMC) to execute subsequent amendments and minor modifications not to exceed $25,000 and to make minor changes in the type of services and activities provided under the Agreement.

BACKGROUND:
|
SMMC Biomedical Department has been an outsourced service for the past 25 years. GE Medical Systems is the current provider of this service. GE’s program includes: 2 certified Biomedical Technicians on–site to provide coverage 5 days a week, a Biomedical Engineering Manager on-site one to three days per week, and emergency services 24 hours/seven days a week. Services include preventative maintenance, maintenance and technical consultation with equipment problems, equipment safety check, in-service training for hospital and medical staff, equipment repairs, annual inspection to meet JCAHO requirements, other requirements from federal, state and local agencies, and tracking of the equipment inventory.
The Diagnostic Imaging equipment is currently maintained by GE with full parts and glassware coverage (i.e., x-ray tubes, transducers for ultra-sound) including routine service and after-hours/on-demand coverage by qualified service engineers. Coverage includes all facilities: SMMC, Clinics and BLTC.
The agreement with GE Medical Systems for preventative maintenance and repair of imaging and biomedical equipment expires December 31, 2005.

DISCUSSION:
|
A workgroup was created in July 2005 to develop an RFP for Biomedical Services. The group consisted of management from all the core patient areas that are the recipients of the contracted service. These core areas are: Radiology, Laboratory, Surgery, Central Sterile, Clinics, and Administration as oversight. A Request for Proposal (RFP) was developed and sent to seven vendors at the end of July 2005. Five vendors responded to the RFP. Due to the complexity of the imaging equipment and the cost associated with maintenance of this equipment, comprehensive data and analysis was required to ensure that vendors’ proposals would provide equal or better coverage for this very expensive equipment.
All vendors attended a pre-bidders meeting and a walk-through of the SMMC facility. A review of the five proposals narrowed the selection to two vendors. The evaluation process included a one-hour presentation by each vendor‘s Biomedical and Imaging Management Program along with a panel interview. The final two vendors were rated based on pricing, coverage, regulatory compliance, flexibility of the program, information system requirements, presentation, and references. Genesis Technology Partners received the highest rating and was highly recommended by other California hospitals.
The agreement with GE cost SMMC $650,000 per year. As a result of the competitive process, SMMC was able to negotiate a lower annual cost with Genesis Technology Partners.
County Counsel and Risk Management have reviewed and approved this Amendment.

FISCAL IMPACT:
|
The term of the Agreement is January 1, 2006 to December 31, 2008, at a cost of $642,500 annually, with a maximum amount of $1,927,500 for the three year term. Funding is included in SMMC’s FY2005-06 Adopted Budget and funds will be included in future year budget requests.
