Resolution Authorizing the Director of Public Works to Call for Sealed Proposals to Retrofit Lighting Fixtures at 555 County Center and to Expedite the Work to Meet a Completion Date of March 31, 2006, in order to Qualify for Energy Rebates Made Available from the Local Government Energy Partnership (LGEP) through the Association of Bay Area Governments (ABAG)

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, this Board authorized the County’s participation in the Environmental Protection Agency’s Green Lights Program, a federal program which commits the participating agencies to replace existing building lighting systems with more energy efficient lighting systems; and

WHEREAS, this Board authorized the County’s participation in the Sustainable Silicon Valley Initiative and committed to reducing carbon dioxide (CO2) emissions; and

WHEREAS, the Local Government Energy Partnership (LGEP) through the Association of Bay Area Governments (ABAG) is making energy rebates through the Pacific Gas and Electric Company (PG&E) available to local government agencies; and

WHEREAS, a local agency must commit to an energy project by December 31, 2005 and have the project completed by March 31, 2006 in order to qualify for said energy rebates; and

WHEREAS, the Director of Public Works has recommended that the lights at
555 County Center be upgraded in order to save 117,068 kilowatts of energy per year and to reduce the amount of carbon dioxide entering the atmosphere by 36.38 tons per year; and

WHEREAS, the Director of Public Works has also recommended that the Director be authorized to call for bids for said work in order to meet the requirements of obtaining energy rebates from the LGEP, and this Board concurs in the recommendation of the Director of Public Works.

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that:

The Director of Public Works is authorized and directed to issue a call for sealed proposals to be received by the County Manager/Clerk of the Board of Supervisors of San Mateo County, on or before 2:30 p.m., Friday, January 6, 2006, in the County Manager/Clerk of the Board of Supervisors’ offices in the Hall of Justice and Records, 400 County Center, Redwood City, California. Said bids will then be publicly opened and declared in the County Manager/Clerk of the Board of Supervisors’ offices.

The Department of Public Works is further directed to cause the Notice inviting sealed proposals to be published for two (2) times in the Independent Newspaper Group, a newspaper printed and published in this County, and to obtain an affidavit of said publication, a copy of which shall be placed on file with the Clerk of the Board of Supervisors.

3.

The Director of Public Works is further authorized to expedite the retrofitting of the lights at 555 County Center in order to meet the requirements for qualifying for energy rebates through the LGEP of the Association of Bay Area Governments.
