SUBJECT:

Second Amendment to the Agreement with Edgewood Center for Children and Families

 

RECOMMENDATION:

Adopt a resolution authorizing the President of the Board to execute a Second Amendment to the Agreement with Edgewood Center for Children and Families Services decreasing the maximum obligation by $211,590 to a new maximum of $1,217,041 for the term July 1, 2004 through June 30, 2006.

This amended Agreement contributes to this commitment and goal by providing mental health services to a vulnerable population.

BACKGROUND:

Since 1996 Edgewood Center for Children and Families has been providing school based mental health services to San Mateo County children and youth ages five through twelve. Edgewood Center provides three types of school based mental health services to San Mateo County youth: Day Treatment, outpatient mental health services, and Therapeutic Behavioral Services (TBS). Since 1999 Edgewood Center has provided mental health outpatient services to youth and their families under the Mental Health Plan (MHP). On November 2, 2004, your Board approved an agreement with Edgewood for these services for the term July 1, 2004, through June 30, 2005.

 

In October of 2004 Mental Health released a RFP for child abuse treatment services (CAT). A proposal submitted by Edgewood in collaboration with Youth & Family Enrichment Services (YFES) and the University of California at San Francisco (UCSF) was selected, with services to start February 1, 2005. Because of the short timeframe between selection and the start of services, the County Manager authorized a separate agreement for these services on January 28, 2005 for the period February 1, 2005 through March 31, 2005. On March 29, 2005, your Board approved a superseding amendment to the FY 2004-05 Edgewood agreement that incorporated the CAT services and extended the term through June 30, 2006.

 

Subsequently, Mental Health Services was informed by the Department of Mental Health that State reimbursement for CAT services provided by YFES as a subcontractor would not be permitted, as YFES also contracts separately with Mental Health Services for other Medi-Cal billed services. This decision reversed previous communication received from the State.

 

DISCUSSION:

This agreement is being amended to decrease the volume of clinical CAT services and to define administrative services provided by Edgewood for the CAT Collaborative. Subcontracted psychiatry services provided by UCSF will continue to be provided through this agreement. Mental Health Services now contracts directly with YFES for CAT clinical services. This amendment does not change the scope or volume of services as presented by Edgewood in the original proposal for CAT.

 

CAT Collaborative administrative services include program management, intake and assessment management, and quality assurance/quality improvement services.

 

The term of this amended Agreement for school-based mental health services and mental health services under the MHP remains July 1, 2004, through June 30, 2006, and the term for CAT services remains February 1, 2005 through June 30, 2006. This second amendment to the Agreement has been reviewed and approved by Risk Management and County Counsel.

 

FISCAL IMPACT:

The amended Agreement maximum is decreased by $211,590 to a new maximum of $1,217,041. The amended maximum for FY 2005-06 is $757,229 which has been included in the approved FY 2005-06 budget. Of that amount $353,605 will be covered by state and federal Medi-Cal, and $250,768 will be transferred to Mental Health Services from the Human Services Agency for the CAT Program services. The Net County Cost is $152,856, which includes the Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) required match and Net County Cost previously transferred to Mental Health Services from the Human Services Agency.
