Hall Of Justice Café

 

RECOMMENDATION:

A)

Adopt a Salary Ordinance Amendment adding one Food Services Worker and one Food Services Supervisor to staff the Hall of Justice Café.

   

B)

Adopt a resolution authorizing an Appropriation Transfer Request to the Vocational Rehabilitation Services budget in the amount of $106,307.

 

BACKGROUND:

On October 11, 2005 the Human Services Agency of San Mateo County submited a proposal for the management of food services at the Hall of Justice and Records in Redwood City. On November 10, 2005 Vocational Rehabilitation Services (VRS) received a letter awarding the contract to VRS.

 

This venture is the ideal opportunity for VRS to expand its steadily growing business model for the Catering Connection, a successful program that provides nutritious and reasonably priced meals to government departments as well as prominent local companies such as Nextar, Genentech and Sun Microsystems. In addition, we offer unique value by providing jobs to San Mateo County residents with disabilities and other employment barriers.

 

Established in the 1957, VRS was the first service of its kind in the San Francisco Bay Area. VRS’s proven track record of managing the Catering Connection serves as a solid foundation for the development, staffing and operations of the cafeteria space.

 

DISCUSSION:

Expansion of VRS food services to the Hall of Justice Café will require the addition of one classified Food Services Supervisor and one classified Food Services Worker positions to staff the Café. In addition, an increase in appropriation for direct labor costs will be added to fund training opportunities and work experience for the equivalent of five full-time client training positions. Board of Supervisors approval of a Salary Ordinance Amendment adding the two permanent staff positions and approval of an Appropriation Transfer Request increasing appropriation for Salaries and Benefits and Services & Supplies, offset by unanticipated revenue, is recommended.

 

FISCAL IMPACT:

The estimated cost of the Food Services Supervisor and Food Services Worker for period beginning February 1, 2006 through June 30, 2006 is estimated at $54,570 and the increase in direct labor costs is estimated at $51,737 for a total cost of $106,307. Funding source is unanticipated revenue from food sales at the Hall of Justice Café. There is no Net County Cost.
