Documentary Film for San Mateo County Sesquicentennial

 

RECOMMENDATION:

1.

Approve Appropriation Transfer Request (ATR) transferring $75,000 from the Non Departmental Contingency Reserve to Other Charges in the Parks and Recreation budget.

 

2.

Adopt a resolution amending the agreement with the San Mateo County Historical Association increasing its contract to include the provision of a documentary film.

 

BACKGROUND/DISCUSSION:

The FY 2005-06 budget includes funds for the San Mateo County Historical Association to conduct appropriate activities in commemoration of the San Mateo County Sesquicentennial. The budget for the Historical Association includes $30,000 to conduct Sesquicentennial activities. As plans have been developed for the commemoration a proposal has been put forth to produce a documentary film highlighting our County’s history, from its rural roots through the post World War II boom, to today’s spectacular economic and social diversity. Mr. John Rubin, KM2 Communications of South San Francisco, will produce the film. The film would run for approximately 30 to 60 minutes depending on the amount of funds available for its production. It would be presented to audiences throughout the region via schools, nonprofits and community groups.

 

It is estimated that the cost of producing a quality documentary film of this nature would be from $100,000 to $200,000 because of its important historical and educational value a request has been made to the County to provide a separate contribution toward the production of the film. We are recommending that the County appropriate $75,000 that will be used as a matching grant for the Historical Association to raise funds to be used in the production of the film.

 

FISCAL IMPACT:

There are sufficient funds in the County’s contingency reserve to provide for this appropriation if approved by the Board of Supervisors. The grant will be of a one-time nature and capped at a maximum of $75,000.
