Second Amendment to the Cooperative Agreement with the Department of Rehabilitation

 

RECOMMENDATION:

Adopt a resolution authorizing the execution of a Second Amendment to the Agreement with the Department of Rehabilitation increasing the amount to be paid by the Department of Rehabilitation by $81,310 changing the Department of Rehabilitation’s total Agreement obligation from $1,534,380 to $1,615,690 to provide job development and training services for Mental Health consumers. The term of the Agreement remains July 1, 2004 through June 30, 2007.

The Agreement with the State of California, Department of Rehabilitation contributes to this commitment and goal by providing employment training and career growth for Mental Health consumers in San Mateo County.

The successful closure of consumers staying employed more than 90 days without support will increase slightly due to the increased funding. The remaining participants will remain engaged in other parts of the program, which may not successfully meet the performance measure standards set by the Department of Rehabilitation (e.g. employed with support, education without employment). The amended funding is covering the increased expenses for FY 2005-06.

 

BACKGROUND:

Since 2002 the County of San Mateo and the Department of Rehabilitation have worked together to provide situational assessment, work adjustment, employment preparation, job development and placement services for County Mental Health consumers.

 

This is the second year of the three year Agreement. On December 7, 2004, the Board of Supervisors adopted Resolution Number 067074, authorizing the execution of the original Agreement with the Department of Rehabilitation, in which the County is the contractor, to continue services to County Mental Health consumers. A First Amendment authorized by Resolution Number 067466 appropriated funds to HSA for services in FY 2005-06.

 

DISCUSSION:

This Second Amendment to the Agreement adds additional funds from the Department of Rehabilitation for staff time and services to bring FY 2005-06 outcomes to the same levels as FY 2004-05. Funds for services in FY 2006-07 will be in the form of an Amendment to this Agreement. Additionally, this Second Amendment revises the budget to reflect additional funding in FY 2005-06 funding.

 

FISCAL IMPACT:

This Second Amendment increases the amount of the Agreement by $81,310 changing the Department of Rehabilitation’s total obligation to the County from $1,534,380 to $1,615,690. The term remains the same, July 1, 2004 through June 30, 2007. Of this amount, $848,500 is for FY 2005-06 and is included in the FY 2005-06 Adopted Budget and the remaining amount of $767,190 will be paid in FY 2006-07 by the Department of Rehabilitation. There is no Net County Cost resulting from this Amendment.
