Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

The reclassification of three positions, additional differential and splitting of one full-time position into two part-time positions will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work. One position is being added to staff the Youth Services Center. One position is being added and two positions are being deleted as a reorganization of the Aging and Adult Division of the Health Department. One position is being added in Mental Health at the request of the Human Services Agency to fully staff a Family Self-Sufficiency Team. Another position is being added to work with the Adolescent Family Life Project to provide mental health services to at-risk youth and their families for a five year period. One position is being added to Emergency Medical Services through the Health Services Resource Administration Grant for emergency preparedness. The conversion of the unclassified positions implements the will of the voters as reflected in their passage of Measure D.

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

Discussion

The salary ordinance changes herein represent:

converting three unclassified positions to classified status as required by Measure D,

reclassifying three filled positions,

splitting one full-time position into two part-time positions, and

adding five positions and deleting two positions.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

ORGANIZATION 17000 EMPLOYEE AND PUBLIC SERVICES

Action:

Convert: One position of B044S, Revenue Collector Series - unclassified

To: Classified Status

Explanation:

This is the conversion of one position from unclassified status to classified status. Measure D adopted by the voters in November 2004 requires that any unclassified position continuously filled for at least three years be converted to classified status. This position meets that requirement. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

 

ORGANIZATION 30000 SHERIFF

Action:

Convert: One position of B010, Crime Analyst - unclassified

To: Classified Status

Explanation:

This is the conversion of one position from unclassified status to classified status. Measure D adopted by the voters in November 2004 requires that any unclassified position continuously filled for at least three years be converted to classified status. This position meets that requirement. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

Action:

Split: One full-time position of K009S, Library Assistant Series

Biweekly Salary: $1,492.80 - $1,865.60

Approximate Monthly Salary: $3,235.00 - $4,042.00

Explanation:

This is the splitting of one full-time Library Assistant II position into two half-time positions. This change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. This action represents no change in monthly salary and benefit costs. This action increases the total number of authorized positions by one.

Explanation:

This is the reclassification of one filled position of Park Ranger III to the classification of Community Program Specialist III. This position has been studied and determined to be appropriately classified as Community Program Specialist III. This action represents a monthly salary and benefits cost of $958. There is no change in the total number of authorized positions.

ORGANIZATION 56000 EMERGENCY MEDICAL SERVICES

Action:

Add: One position of G226S, Community Program Specialist Series

Biweekly Salary: $1,961.60 - $2,452.00

Approximate Monthly Salary: $4,250.00 - $5,313.00

Explanation:

This is the addition of one position of Community Program Specialist II. This position is fully funded by the Health Resources and Services Administration for emergency preparedness. This action represents a monthly salary and benefits cost of $7279 which will be fully offset by the grant. This action increases the total number of authorized positions by one.

This is the reclassification of one filled position of Program Services Manager I to the classification of Community Program Specialist III. This position has been studied and determined to be appropriately classified as Community Program Specialist III. This action represents a monthly salary and benefits savings of $1484. There is no change in the total number of authorized positions.

This is the reclassification of one filled position of Program Services Manager I to the classification of Community Program Specialist III. This position has been studied and determined to be appropriately classified as Community Program Specialist III. This action represents a monthly salary and benefits cost of $712. There is no change in the total number of authorized positions.

Add: One position of E350, Fiscal Office Specialist

Biweekly Salary: $1,550.40 - $1,937.60

Approximate Monthly Salary: $3,359.00 - $4,198.00

Delete: Two positions of E346S, Fiscal Office Assistant Series

Biweekly Salary: $1,354.40 - $1,692.80

Approximate Monthly Salary: $2,935.00 - $3,668.00

Explanation:

This is the addition of one position of Fiscal Office Specialist and the deletion of two positions of Fiscal Office Assistant. This position has been studied and determined to be appropriately classified as Fiscal Office Specialist. This action represents a monthly salary and benefits savings of $4,299. This action decreases the total number of authorized positions by one.

Action D:

Add: A differential of 5% for one person providing lead direction to staff in the Community Based Services Unit.

Explanation:

This is the addition of a 5% differential for one person providing lead direction to staff in the Community Based Services Unit of Aging and Adult Services. This differential is part of a reorganization of Aging and Adult Services in which two management positions are being eliminated and one higher level management position is being added. With the deletion of the second manager, there is a need for someone to provide day to day leadership to the staff in the Community Based Services Unit. This additional responsibility warrants the 5% differential. This action represents a monthly salary and benefits cost of $312 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

 

ORGANIZATION 60000 FOOD SERVICES

Biweekly Salary: $1,661.60 - $1,857.60

Approximate Monthly Salary: $3,600.00 - $4,025.00

Explanation:

This is the addition of one position of Cook II. This position is being added to staff the new Youth Services Center. This action represents a monthly salary and benefits cost of $5,514. This action increases the total number of authorized positions by one.

Convert: One position of B183S, Community Worker Series - unclassified

Explanation:

This is the conversion of one position from unclassified status to classified status. Add: Two positions of G040S, Mental Health Case Worker Series

Biweekly Salary: $2,300.80 - $2,876.00

Approximate Monthly Salary: $4,985.00 - $6,232.00

Explanation:

This is the addition of two positions of Marriage and Family Therapist II. One position is being added to the Family Self-Sufficiency Team and will be fully reimbursed by the Human Services Agency. The other position is being fully reimbursed by a five-year grant to the Adolescent Family Life Program. This action represents a monthly salary and benefits cost of $8,538. This action increases the total number of authorized positions by two.

 

Fiscal Impact

The reclassification actions and additional differential represent a monthly salary and benefits cost of $498 or an annual cost of $5,976.
