SUBJECT:

Resurfacing of Guadalupe Canyon Parkway- Daly City/Brisbane Area (Project No. RF701, F-309 [8], Federal Project Number STPL-5935[034])

 

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the resurfacing of Guadalupe Canyon Parkway from the corporate limits of Daly City to the corporate limits of the City of Brisbane.

This project will improve the condition of the road surface for the benefit of the general public.

 

Background

Previous Board Action

Adopted Resolution No. 67253, authorizing the Director of Public Works to apply for grant funds pursuant to the Metropolitan Transportation Commission (MTC)’s guidelines for the Local Streets and Roads STP-T3-1-SFLSR Federal Funding Program, to finance a portion of the costs of resurfacing Guadalupe Canyon Parkway.

 

History

Guadalupe Canyon Parkway, County Road No. 69, is a major arterial road that provides an east/west connection between Daly City and the City of Brisbane. The road is identified as being on MTC’s Metropolitan Transportation System (MTS) and has qualified for $400,000 in federal grant funds to help finance the resurfacing of the road.

 

The State of California Department of Transportation (Caltrans), which administers the federal STP funding, has authorized the County to proceed with advertising for bids for the project.

 

Discussion

The proposed project, totaling approximately 2.3 miles in length, will resurface the road to improve its riding quality.

 

This project qualifies for a Categorical Exemption pursuant to Section 15301(C), Class 1 of the Public Resources Code (California Environmental Quality Act [CEQA]), and a Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The estimated cost of construction is $710,000, which is proposed to be financed as follows:

The STP program will reimburse 88.53% of the total project costs up to a maximum of $400,000. The remaining costs are proposed to be financed with County Road funds.

 

There is no impact to the General Fund.
