Annexation of Property to the Oak Knoll Sewer Maintenance District - Lands of Babekian – Redwood City (Oak Knoll) Area

 

Recommendation

Acting as the governing board of the Oak Knoll Sewer Maintenance District and after conducting a public hearing:

 

1.

Adopt a resolution ordering the annexation of the Lands of Babekian to the Oak Knoll Sewer Maintenance District (District).

 

2.

Instruct the Clerk of the Board to transmit a copy of the resolution ordering annexation to the City of Redwood City.

Your Board authorizing the proposed annexation can result in the District providing sanitary sewer service to a parcel in a suburban area that would otherwise use an “on-site” method to handle wastewater, which could have an impact on neighboring residents.

 

Background

 

Previous Board Action

1.

Entered into an agreement with the City of Redwood City for the provision of sewer service by the District for properties within the unincorporated area of Redwood City, but not within the current boundaries of the District.

   

2.

Set 9:00 a.m. on Tuesday, February 7, 2006, in your Chambers, as the time and place of a public hearing to consider the annexation of the Lands of Babekian to the District.

 

History

Robert and Silvia Babekian, current owners of the property located at 9 Don Court and identified by Assessor’s Parcel Number 058-040-200, have requested that their property be annexed to the District as their existing septic system is deteriorating and they wish to connect to District facilities.

 

A public hearing to consider an annexation to the District is required pursuant to Section 4860 et seq. of the Health & Safety Code.

 

Discussion

The District is able to provide sewer service to the property and the City has consented to the annexation by adopting their Resolution 14663.

 

The public hearing to consider the proposed annexation has been properly noticed and the appropriate description prepared.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The property owner has paid the required fees which include:

The property owner will be subject to the annual sewer service charge in the District, currently $412 per year, and will provide and pay for any necessary sewer main or sewer lateral needed to connect the property to the District’s facilities.

 

There is no impact to the General Fund.
