Agreement with Compucom Systems, Inc. for contingency staffing services

 

RECOMMENDATION:

    Adopt a Resolution:

    A) Authorizing the execution of an Agreement with Compucom Systems, Inc. for the term February 28, 2006 to February 27, 2009 in an amount not to exceed $2,142,000 for contingency staffing services; and

    B) Authorizing the Chief Information Officer to execute subsequent amendments and minor modifications not to exceed $25,000.

This Agreement contributes to goal 20 by establishing a contract for surge-capacity staffing thereby reducing IT project startup time.

BACKGROUND:

The Information Services Department (ISD) provides IT support and project services to all County departments to one degree or another. Since fiscal year 2003-04 the amount of work for ISD has exceeded the amount of staff time available in ISD. To this point ISD has met staffing demands through the use of extra help, overtime and contractual staff sourced from various different agencies. IT project work can create one-time spikes in staffing needs that are not suited for fulltime, permanent staff.

 

DISCUSSION:

The Request for Proposal process was used to find a suitable vendor to provide contractual services. CompuCom Systems Inc. was selected. Compucom Systems, Inc. will provide staff within a matter of weeks rather than months as has been the case using multiple staffing agencies. Contingency staffing will allow staff augmentation when needed without the risk of over hiring. This contract for contingency staff will be available to all County departments.

County Counsel has reviewed and approved the Resolution and Agreement as to form.

Compucom Systems, Inc. offers employees three days paid jury duty not the five days requested in the County ordinance. A waiver has been approved by the County Manager to accept three instead of five days of paid jury duty to residents of San Mateo County.

 

FISCAL IMPACT:

This term of this Agreement is from February 28, 2006 to February 27, 2009. The total obligation is not to exceed $2,142,000. Funding for this Agreement is included in the FY 2005-06 ISD budget. Recommendations will be made for future budgets.
