RESOLUTION TO SUPPORT A REAUTHORIZATION OF THE RYAN WHITE COMPREHENSIVE AIDS RESOURCES EMERGENCY ACT IF AMENDED TO MEET THE CONCEPTS ESTABLISHED IN CALIFORNIA’S NINE LOCAL PLANNING COUNCILS TITLE I EMA CONSOLIDATED STATEMENT

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that
|
|
WHEREAS, the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act (RWCA), named after an Indiana teenager who brought national attention to the HIV/AIDS crisis, was established in 1990 to address the health and support needs of people living with HIV; and
|
|
WHEREAS, reauthorization of RWCA is expected in early 2006; and
|
|
WHEREAS, the U.S. Department of Health and Human Services principles for reauthorization of RWCA have created among many California interest groups concern over the potentially negative impacts of the federal proposal; and
|
|
WHEREAS, all nine of California’s Title I Planning Councils have joined, for the first time ever, to issue a Consolidated Statement of shared principles for reauthorization of RWCA; and
|
|
|
WHEREAS, the Consolidated Statement outlines RWCA reauthorization principles that allow for the continuation of health and support services vital to many of California’s residents; and
|
|
WHEREAS, the San Mateo County AIDS Program Community Advisory Board supports the reauthorization of the Act if it conforms to the precepts detailed in the Consolidated Statement;
|
|
NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors by the adoption of this resolution hereby supports reauthorization of the Ryan White Comprehensive AIDS Resources Emergency Act if amended to meet the concepts established in California’s nine Local Planning Councils Title I EMA Consolidated Statement
