RESOLUTION AUTHORIZING AN AGREEMENT WITH MARC ASSOCIATES, INC. FOR FEDERAL GOVERNMENT LIAISON SERVICESFOR THE TERM OF JANUARY 1, 2006 THROUGH DECEMBER 31, 2007 IN THE AMOUNT OF $147,000

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, after a competitive process MARC Associates, Inc. was awarded a one-year contract, with an optional one-year extension for 2004 and 2005 to provide federal government liaison services for the County of San Mateo. Meeting and exceeding the performance required under the terms of that contract, MARC Associates, Inc. successfully represented the County’s interest in federal government policy, program and funding priorities for the term of the contract, securing the extension of the County’s Moving to Work Demonstration Project for three years, protecting the “ongoing emergency” funding status for Devil’s Slide, conducting a legislative training seminar for key County officials and securing over $1million in federal earmark funding for County projects;

WHEREAS, an estimated 80 percent of the County’s budget is required to fund both state and federally mandated programs and services. It is therefore imperative that the County be actively involved and well represented in the development of both state and federal policy, program and funding priorities;

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors of the County of San Mateo, State of California hereby authorize the County Manager to execute an agreement with MARC Associates, Inc. for federal government liaison services for the term of January 1, 2006 through December 31, 2007 in an amount not to exceed $147,000.
