RESOLUTION HONORING
Charlotte Brinsont-Brown

UPON HER RETIREMENT FROM THE COUNTY OF SAN MATEO

 

WHEREAS, Charlotte Brinsont-Brown, began her career in 1967 working for the Children’s Home Society, a private, statewide adoption agency, until joining the County of San Mateo in October 1972 where she has worked diligently and unselfishly for 33 years to serve and assist the children and families of San Mateo County by hiring, training, and mentoring many of the past and present staff members and has been a positive role model to many both on a personal and professional level with an emphasis on well-being, safety and permanence

 

WHEREAS, Charlotte Brinsont-Brown, was a founder of the Children’s Fund, established in 1973 to assist social workers with meeting the special needs of children in placement by providing donations for things such as prom dresses, class rings and pictures so that social workers would not need to use their own personal funds to purchase these items

 

WHEREAS, Charlotte Brinsont-Brown, led the County of San Mateo towards being the first county in California to pilot and implement the Concurrent Planning and Practices method developed in 1980 for best practices in positive permanent placement for children and helped San Mateo County become nationally known for leading the way for this new concept and program. Charlotte is nationally known for being an “expert” on adoption and permanency for children. She has given numerous presentations on concurrent planning throughout California and across the United States and was part of a select group of people that was invited to testify on concurrent planning on Capitol Hill in Washington, D.C.; and

 

WHEREAS, Charlotte Brinsont-Brown, wrote and implemented the Family Unification Program to assist the County of San Mateo in obtaining housing vouchers so that no child is removed from their home or is unable to return home due to the lack of housing; and

 

WHEREAS, Charlotte Brinsont-Brown, wrote the proposal for, implemented and initially managed The Kinship Support Program helping relative caregivers who have taken on the responsibility of caring for children with much needed services including tutoring, after-school care, emergency and regular supplies, respite and support groups; and

 

WHEREAS, Charlotte Brinsont-Brown received the County of San Mateo Women in County Government Recognition Award in December of 2003 for outstanding efforts in Public Service.

 

NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of San Mateo, State of California, honors Charlotte Brinsont-Brown for her leadership and passionate commitment to children, public service and the San Mateo County community. We congratulate her upon her retirement from the County and wish her all the best in her future endeavors.
