SUBJECT:

Agreement with Opportunities Industrialization Center West for the Jobs Now Program

 

RECOMMENDATION:

Adopt a Resolution authorizing:

 

1.

A waiver of the Request for Proposal Process; and

 

2.

The execution of an Agreement with Opportunities Industrialization Center West (OICW) in the amount of $250,000 for the term July 1, 2005 through June 30, 2008 for the administration of the Jobs Now Program.

This Agreement contributes to these commitments and goals by providing educational, vocational and support services to CalWORKs clients that assist them in finding gainful employment and reaching self-sufficiency.

BACKGROUND:

OICW has successfully provided the Jobs Now Program since March 30, 1998. This program was designed to provide job preparation, workshops, employment counseling, structured job search and vocational training as a component of the Agency’s SUCCESS program to assist Cal-WORKs recipients in becoming self-sufficient.

 

DISCUSSION:

The Human Services Agency has a team of SUCCESS staff placed at OICW to ensure the maximum integration of services and provide a clear employment focus for Cal-WORKs recipients. Jobs Now is a service under the One-Stop Career Center located at OICW. Since the Jobs Now Program is a component of the Agency’s SUCCESS Program and the Agency has staff located at OICW as well as service under the One-Stop Career Center, it would be in the County’s best interest to waive the RFP process as it would be costly to redevelop the program, relocate staff and remove an important service under the One-Stop Career Center.

 

Risk Management has approved Contractors insurance for this Agreement. County Counsel has reviewed and approved this Agreement as to form. The processing of this Agreement was delayed due to staff changes. This Agreement does not include the Jury Duty Ordinance language. However, the Contractor is in full compliance with the ordinance. This language will be added when the Agreement is amended for FY 2006-07.

 

FISCAL IMPACT:

The Amount for services under this Agreement for FY 2005-06 is $250,000 and is included in the FY 2005-06 Adopted Budget. The term is July 1, 2005 through June 30, 2008. Amounts for future years will be in the form of an Amendment and included in the Recommended Budgets for FY 2005-07 and FY 2007-08. This Agreement is fully funded under Cal-WORKs. There is no Net County Cost.
