Recommendation
|
Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the Pedestrian Signal Upgrade Project - County Wide.

Background

Previous Board Action
|
Adopted Resolution No. 067110, authorizing the Director of Public Works to apply for Transportation Development Act (TDA) funding through the City/County Association of Governments (C/CAG) to help finance pedestrian signal upgrades.

History
|
C/CAG administers the allocation of TDA Funds that are made available through the Metropolitan Transportation Commission (MTC) and which can only be used to finance bicycle or pedestrian related projects. C/CAG has informed us that the County has qualified for $80,000 in TDA funds to finance the pedestrian signal upgrades.

Discussion
|
The project will upgrade the signal systems at up to 12 intersections, by installing large diameter pedestrian push buttons, pedestrian countdown signal modules with visual walk/don’t walk signals and speakers. Attached is a list of the intersections that may be upgraded, with the total number dependent on the bid prices that we receive.

This project qualifies for a Categorical Exemption under the California Environmental Quality Act (CEQA), and Section 15301(C) of Title 14 of the California Code of Regulations, Class 1 “Existing Facilities” of the Public Resources Code, and a Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines.

A resolution has been approved as to form by County Counsel.

The estimated cost of this project is $90,000, which is proposed to be financed as follows:

|
Sufficient Road Funds have been budgeted to finance the project as TDA funds are received on a reimbursable basis. The Road Fund will be reimbursed once the project is complete.
