SUBJECT:

Amendments to 20 provider agreements to increase funding and enhance services based on supplemental state and federal funding

   

RECOMMENDATION:

Adopt a Resolution authorizing the President of the Board to execute:

1.

Amendment One to the Agreements with Alzheimer’s Association of Northern California; Avenidas; Catholic Charities, CYO; Center for Independence of the Disabled; City of Daly City; City of East Palo Alto; City of Menlo Park; City of Pacifica; City of San Bruno; City of San Mateo; City of South San Francisco; Coastside Adult Day Health Center; Family Service Agency; Mills-Peninsula Senior Focus; Peninsula Volunteers, Inc.; Second Harvest Food Bank; Self-Help for the Elderly; Senior Coastsiders; and Sequoia Hospital for the provision of supportive, nutrition, community-based services increasing the aggregate total amount by $267,043 to $2,994,942, with no change to the term of July 1, 2005 through June 30, 2006; and

2.

Amendment Two to the Agreement with Ombudsman Services of San Mateo County, Inc., for ombudsman services increasing the total amount by $7,000 to $300,581, with no change to the term of July 1, 2005 through June 30, 2006.

Aging and Adult Services (AAS) has continued to make the provision of services which help maintain severely impaired individuals in independent settings a division-wide performance measure. With the assistance of the services provided through these agreements we have met this measure as a division.

BACKGROUND:

On July 26, 2005, your Board authorized Resolution Number 67461 approving original agreements with 21 providers for Congregate Nutrition, Adult Day Care, Senior Employment, Legal Assistance, Transportation, Disease Prevention/Health Promotion, Home-Delivered Meals, Ombudsman Services, and Family Caregiver Support Services to older adults and adults with disabilities. The total collective amount of the agreements was $2,569,922 for the term of July 1, 2005 through June 30, 2006. On November 10, 2005, your Board authorized Resolution Number 67683 approving an agreement with Self-Help for the Elderly for services including the Health Insurance Counseling and Advocacy Program (HICAP) for $376,558 for the term of July 1, 2005 through June 30, 2006, which increased the total amount for all 22 providers to $2,946,480. On December 12, 2005, your Board authorized Resolution Number 67685 approving Amendment One to the agreement with Ombudsman Services of San Mateo County, Inc., increasing the amount by $75,000 to $293,581, with no change to the term of the agreement. This amendment increased the total for all 22 providers to $3,021,480.

 

DISCUSSION:

Each year, Aging and Adult Services receives state and federal one-time-only funding as a result of the redistribution of unexpended state and federal funds from the previous fiscal year. These funds can be used for the purchase of equipment to enhance service delivery, such as new kitchen appliances for congregate nutrition program, carriers for home-delivered meals and new therapy equipment for adult day health care programs; special home and community-based projects assisting families and/or caregivers; and special pilot projects, such as exercise training for at-risk seniors.

 

Upon receiving notification of the one-time-only funding, AAS invited contractors to submit proposals for the additional funds. The Commission on Aging reviewed and approved the distribution of the funds to 20 of the original 22 providers. Two of the providers included under Resolution 67461 did not request one-time-only funding.

 

The amendments submitted to your Board today incorporate the state and federal one-time-only funds into the original contracts. A summary of the agreements to be amended and showing the original and changed maximum amounts is attached as Exhibit A to the resolution. County Counsel has reviewed and approved the resolution and amendments as to form. Risk Management has reviewed and approved the insurance coverage.

 

FISCAL IMPACT:

The term of the agreements with the various providers remains July 1, 2005 through June 30, 2006. The amendments to 20 of the provider agreements represent an increase of state and federal one-time-only funds in the amount of $274,043 for a total obligation of $3,295,523 for all original 22 provider agreements. There is no Net County Cost associated with this action.
