SUBJECT:

Amendment I to the Agreement with the California Department of Aging for Title III/VII of the Older American’s Act of 1965 and
the Community-Based Services Program (CBSP) for Fiscal Year 2005-06

 

RECOMMENDATION:

1.

Adopt a resolution authorizing execution of Amendment I to Agreement No. AP-0506-08 with the California Department of Aging (CDA) for the addition of one-time-only federal funding for Fiscal Year 2005-06 increasing the amount by $341,118 for a total of $3,428,257; and

2.

Adopt a resolution authorizing an Appropriation Transfer Request in the amount of $341,118 to recognize these additional funds.

Funds for Title III/VII of the Older American’s Act (OAA) and CBSP contribute to this commitment and goal by providing services to this targeted population. Aging and Adult Services (AAS) strives to provide services that enhance the quality of life and the ability to continue to live in the most independent setting possible for seniors and people with disabilities. The division-wide performance measure is met with the assistance of the services provided through Title III/VII and CBSP funding.

BACKGROUND:

Every four years, AAS, as the Area Agency on Aging (AAA) for San Mateo County, is required to submit a Planning and Service Area Plan for aging services to CDA. The state also requires that counties submit annual updates identifying revised goals and objectives for the coming fiscal year in order to claim their allotted OAA funds, which are determined through a statewide funding formula. The plan provides a profile of the County’s senior population, identifies activities to improve and expand existing services as well as to develop new programs designed to address current countywide needs, and recommends services to be funded with San Mateo’s allocation.

 

On September 13, 2005, your Board authorized Resolution No. 67523 approving Agreement No. AP-0506-08 with CDA in the amount of $3,087,139 in Title III/VII and CBSP funding for Fiscal Year 2005-06. This agreement was for the provision of Adult Day Care, Alzheimer’s Program, Brown Bag, Congregate Nutrition, Legal Assistance, Caregiver Support, Transportation, Disease Prevention/Health Promotion, Home-Delivered Meals, and the Ombudsman Program services.

 

DISCUSSION:

CDA distributes additional funds or reduces allocations periodically throughout the fiscal year as funds become available or are decreased. Amendment I to the Title III/VII and CBSP agreement provides additional federal revenues. These funds will be used for the purchase of equipment to enhance service delivery, such as new kitchen appliances for congregate nutrition programs, carriers for home-delivered meals, and new therapy equipment for adult day health care programs; special home and community-based projects assisting families and/or caregivers; and special pilot projects, such as exercise training for at-risk seniors and installation of grab bars and ramps.

 

County Counsel has reviewed and approved the Resolution, ATR, and Amendment as to form.

 

FISCAL IMPACT:

The term of the Agreement remains July 1, 2005 through June 30, 2006. Amendment I increases the total amount by $341,118 in federal funds, bringing the total agreement amount to $3,428,257. There is no impact on the County General Fund as a result of this action.
