SUBJECT:

Acceptance of the Department of Health and Human Services (DHHS) Center for Substance Abuse Treatment (CSAT) Grant Number 1 H79 TI17446-01 and an Agreement with Youth and Family Enrichment Services (YFES) for services funded by the grant

 

RECOMMENDATION:

Adopt a Resolution:

 

1.

Accepting a thirty six (36) month grant from the DHHS/CSAT to provide Family and Juvenile Treatment Drug Court (JTDC) services, in the amount of $1,166,970;

   

2.

Waiving the Request for Proposal (RFP) process for the services funded by the grant and; Authorizing an Agreement with YFES in the amount of $450,000 for the term of September 30, 2005 to September 29, 2008; and

   

3.

Authorizing the Director of the Human Services Agency to:

    a) Execute all necessary documents in connection with any modifications

made with respect to the grant;

    b) Execute subsequent Amendments and minor modifications not to exceed an aggregate amount of $25,000 for the Agreement; and

    c) Make changes in the types of services and activities provided by the Contractor, provided that the changes have no impact on the County’s maximum fiscal obligation under these Agreements.

   

VISION ALIGNMENT:

Commitment: Ensure basic health and safety for all.

Goal Number 8: Help vulnerable people – the aged, disabled, mentally ill, at-risk youth and others – achieve a better quality of life. The grant from the DHHS/CSAT Center and the Agreement with YFES will contribute to this commitment and goal by providing individuals and families with the skills and knowledge necessary to live alcohol and drug free lives, which in turn contributes to the health and safety of the communities in San Mateo County.

 

PERFORMANCE MEASURES

PROJECTED OBJECTIVES

Number of Program Participants receiving substance abuse treatment.

180 Clients for the term of the Agreement.

Percentage of Program Participants receiving follow-up services and showing improvement.

A total of 80% of Program Participants will receive follow-up services and show improvement in physical and mental health, social and family functioning, employment, education and legal status at three (3) and six (6) month follow-up.

 

BACKGROUND:

In response to a Federal grant funding announcement, the Human Services Agency, Alcohol and Other Drug (AOD) Services, in collaboration with, and with the participation of, San Mateo County's Juvenile Probation Department, District Attorney's Office, Private Defender Program, Youth and Family Enrichment Services, Rape Trauma Services and the Children’s Mental Health Department, submitted an application to DHHS/CSAT for a thirty-six (36) month grant to expand its JTDC services.

 

DISCUSSION:

The purpose of San Mateo County’s JTDC G.I.R.L.S. Plus (Gaining Independence and Reclaiming Lives Successfully) Program is to offer juvenile female offenders a gender-specific set of services using the evidence-based practice, Cannabis Youth Treatment. GIRLS Plus will serve girls between the ages of 13 -18 who have a significant alcohol, or other drug problems, present with a current charge, and whose offense history makes an out-of-county placement likely and have significant mental health and/or family problems. GIRLS Plus combines the close supervision and structured approach of the drug court, with a comprehensive wrap-around system of services and treatment to keep this target population in the community while safeguarding public safety, The program addresses the gaps in services currently experienced by the out-of-custody girls in the JTDC system.

The three goal areas of GIRLS Plus drive the expansion of JTDC: (1) to reduce criminal activity among participants; (2) to improve the life changes of the participants by involving them more productively in their families and communities; and (3) to improve the mental health, coping strategies and life-skills of participants. AOD will be deploying resources from three systems -Substance Abuse, Mental Health and Criminal Justice - to achieve these goals.

The RFP waiver is being requested because YFES collaborated with HSA in writing the proposal that received this grant and is identified in the grant as a partner.

The Agreement was delayed due to the length of time needed in negotiating program and contract deliverables.

This Agreement has been reviewed and approved as to form by the County Counsel’s Office.

Risk Management has reviewed and approved the Contractor’s insurance coverage.

 

FISCAL IMPACT:

The term of this Agreement is September 30, 2005 to September 29, 2008 and the total amount of the Agreement with YFES is $450,000. Available funding under this grant for FY 2005-06 is $291,742. The remainder of the funding is needed to cover services and supplies, an MOU with Probation, grant evaluation services and other ancillary services. Appropriations have not been included in the FY 2005-06 Adopted Budget, but there are sufficient Agency appropriations to cover the unanticipated costs. Future years appropriations will be included in the Fiscal Years' 2006-07, 2007-08 and 2008-09 budgets. There is no Net County Cost.
