RECOMMENDATION:

Adopt a Resolution:

 

Authorizing a Second Amendment to the Agreement with Debbie Greiff Consulting increasing the amount by $33,000, for a total obligation of $133,000.

 

VISION ALIGNMENT:

Goal 9: Housing exists for people at all income levels and for all generations of families; and Goal 22: County and local governments effectively communicate, collaborate and develop strategic approaches to issues affecting the entire County.

This Amendment contributes to this commitment and goals by providing consultation and technical assistance for the Ten-Year Plan to End Homelessness.

BACKGROUND:

The Human Services Agency needed consultation services and technical assistance with the planning and development of a Ten-Year Plan to End Homelessness. In November 2004, an Agreement with Debbie Greiff Consulting was executed in the amount of $50,000, for the term of October 1, 2004 to September 30, 2007. This was to provide technical assistance for the development of the Ten-Year Plan to End Homelessness, the development of other funding applications, and the provision of services relating to the development of housing for homeless persons and other related services.

 

On September 13, 2005, Change Order No. 1 was executed to add $50,000, for a total obligation of $100,000, and to include additional services such as facilitating monthly Stakeholder Committee Task Force meetings, revising the Process Timeline, overseeing the drafting of a provisional ten-year plan, and providing other services relating to homelessness.

 

DISCUSSION:

Debbie Greiff Consulting has worked in a key support role to the Homelessness/Shelter Services staff and the HOPE planning group since the inception of the planning process to develop a Ten-Year Plan to End Homelessness in San Mateo County. The technical knowledge of the overall planning structure needed to complete this project and held by this consultant could not be provided in a timely or cost-effective manner through other resources.

 

The increase requested in the Second Amendment is to (1) Provide additional funds to complete unanticipated activities related to planning; and (2) Provide funding for additional meeting facilitation costs and implementation planning necessary for the completion of the Center on Homelessness HOPE Ten-Year Plan to End Homelessness and present information regarding the same to the Board of Supervisors.

 

County Counsel has reviewed and approved this Amendment as to form. Risk Management has waived the Contractor’s insurance requirements.

 

FISCAL IMPACT:

This Second Amendment to the Agreement with Debbie Greiff Consulting is to increase the amount by $33,000, for a total obligation of $133,000. The term remains October 1, 2004 to September 30, 2007. The additional cost is included in the FY 2005-06 Budget and is partially funded through various state and federal revenue sources. The additional Net County Cost is $9,900.
