Resurfacing of Guadalupe Canyon Parkway - Daly City/Brisbane Area (Project No. RF701, F-309 [8], Federal Project Number STPL-5935[34])

 

Recommendation

Adopt a resolution awarding and authorizing execution of a contract for the above referenced project.

The resurfacing of this portion of Guadalupe Canyon Parkway will improve the condition of the road for the benefit of the public.

 

Background

 

Previous Board Action

Adopted Resolution Number 067813 on February 7, 2006, adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the above referenced project.

 

History

Guadalupe Canyon Parkway, County Road No. 69, is a major arterial road that provides an east/west connection between Daly City and the City of Brisbane. The road is identified as being on the Metropolitan Transportation Commission’s (MTC) Metropolitan Transportation System (MTS), and the County has qualified for $400,000 in federal grant funds to finance the resurfacing of the road.

 

The State of California Department of Transportation (Caltrans), which administers the federal STP funding, has authorized the County to proceed with awarding the project.

 

Discussion

On March 7, 2006, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the bid of:

We have reviewed the contract documents and have determined that the Equal Employment (Affirmative Action) program submitted by Interstate Grading and Paving, Inc., (Contractor) is in accordance with the current Equal Employment Guidelines. We have also determined that the Contractor complies with the equal benefits and jury duty pay provisions of the County Ordinance Code.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The total estimated cost of this project is $752,500, which includes a ten percent (10%) contingency as the work is bid on a unit price basis (i.e., ton of asphalt concrete placed, square yard of pavement repair, etc.). The contingency is used to pay the contractor for any additional material placed as the actual tonnage used depends on the unit weight of the asphalt and the tolerances for the actual thickness of pavement placed.

Sufficient Road Funds have been budgeted to finance the project as the grants are received on a reimbursable basis. The Road Fund will be reimbursed with the grant funds after the project is completed.

 

There is no impact to the General Fund.
