Colma Creek Flood Control Zone Advisory Committee Reappointments

 

Recommendation

Acting as the governing board of the San Mateo County Flood Control District, adopt a resolution reappointing Carol Klatt as the City of Daly City representative, and Gail DeFries and Richard Battaglia as “at large” members to the Colma Creek Flood Control Zone Advisory Committee for the terms of April 1, 2006 to March 31, 2010.

Your Board approving the reappointments will continue the involvement of representatives of the cities and the general public within the Colma Creek Flood Control Zone (Zone) in the decision making process associated with the Zone’s flood control projects.

Created the Colma Creek Flood Control Zone Advisory Committee (Committee) in conjunction with the Colma Creek Flood Control Zone and specified the Committee’s membership, responsibilities and standing rules for governance.

Adopted Standing Rules for County Boards, Commissions and Advisory Committees (Rules) in 2002.

 

History

The Committee is comprised of nine (9) members that are appointed by your Board. Each city within the Colma Creek watershed recommends an appointment to the Committee, and four (4) members are appointed as “at large” members by your Board.

 

The terms of the members of the Committee were staggered in 2002, in order to comply with the Rules adopted by your Board.

 

Discussion

The first terms of Carol Klatt, the City of Daly City’s representative on the committee, and Gail DeFries and Richard Battaglia, both “at large” members, as defined by the Rules adopted by your Board, will end on March 31, 2006; therefore all are eligible for reappointment.

 

The Mayor for the City of Daly City has requested that Ms. Klatt, a council member, continue to represent the City of Daly City on the Committee, and we are recommending her reappointment.

 

Ms. DeFries, who resides in the City of Daly City, and Mr. Battaglia, who resides in the City of South San Francisco, have requested that they be reappointed to the Committee.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

There is no direct impact to the funds of the Colma Creek Flood Control Zone as the Committee members serve without compensation. There is also no impact to the General Fund as all costs associated with the Flood Control Zone are financed from property taxes levied by the zone and collected within the Zone.
