Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

The reclassification of one position, splitting of one full-time position into two part-time positions, and additional differentials will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work. One position is being added to provide supervision of the Law Communications Dispatch function.

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

Discussion

The salary ordinance changes herein represent:

reclassifying one filled position,

splitting one full-time position into two half-time positions,

adding two differentials, and

adding one position.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

ORGANIZATION 137000 ASSESSOR-COUNTY CLERK-RECORDER

Action:

Reclassify: One position of N053S, Drafting Technician Series

Biweekly Salary: $2,009.60 - $2,512.00

Approximate Monthly Salary: $4,354.00 - $5,443.00

To: One position of V235, Information Technology Analyst

Biweekly Salary: $2,775.20 - $3,468.80

Approximate Monthly Salary: $6,013.00 - $7,516.00

Explanation:

This is the reclassification of one filled position of Drafting Technician II to the classification of Information Technology Analyst. This position has been studied and determined to be appropriately classified as Information Technology Analyst. This action represents a monthly salary and benefits cost of $2,840. There is no change in the total number of authorized positions.

 

ORGANIZATION 17000 EMPLOYEE AND PUBLIC SERVICES

Action A:

Add: One position of D063, Supervising Communications Dispatcher

Biweekly Salary: $2,692.00 - $3,364.80

Approximate Monthly Salary: $6,168.00 - $7,291.00

Explanation:

This is the addition of one position of Supervising Communications Dispatcher. This position is being added to manage the Law Dispatching function. This action represents a monthly salary and benefits cost of $10,426. This action increases the total number of authorized positions by one.

Action B:

Add: A differential of 10% for one Supervising Communications Dispatcher serving as the Law Dispatch manager.

Explanation:

This is the addition of a 10% differential for one Supervising Communications Dispatcher assigned responsibility to serve as the Law Dispatch manager. With the assumption of dispatching for the City of Millbrae, the workload has grown beyond the level that can be effectively managed by the Communication Center Manager. The individual receiving this differential will take on the responsibility of managing all Law Dispatch activities. This action represents a monthly salary and benefits cost of $730. There is no change in the total number of authorized positions.

Action C:

Add: A differential of 10% for one Supervising Communications Dispatcher serving as the Fire Communications manager.

Explanation:

This is the addition of a 10% differential for one Supervising Communications Dispatcher assigned responsiibility to serve as the Fire Communications manager. Over the past three years, Public Safety Communications has added two fire departments to the organization with no increase to staffing. The individual receiving this differential will take on the responsibility of managing all Fire Dispatch activities. This action represents a monthly salary and benefits cost of $730. There is no change in the total number of authorized positions.

 

ORGANIZATION 32000 PROBATION

Action:

Split: One position of C001S, Deputy Probation Officer Series

Biweekly Salary: $2,256.80 - $2,820.80

Approximate Monthly Salary: $4,890.00 - $6,112.00

To: Two half-time positions

Same salary range

Explanation:

This is the splitting of one full-time Deputy Probation Officer position into two half-time positions. This change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. This action represents no change in monthly salary and benefits costs. This action increases the total number of authorized positions by one.

 

Fiscal Impact

The reclassification action and additional differentials represent a monthly salary and benefits cost of $4,300 or an annual cost of $51,600.
