Amendment to the Agreement with Estela Aguilar dba Estela’s Place

   
 

RECOMMENDATION:

Adopt a resolution:

1)

Authorizing the President of the Board to execute an Amendment to the Agreement with Estela Aguilar dba Estela’s Place increasing the Agreement maximum by $22,326 to a new maximum of $108,336, with no change to the term; and

 

2)

Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed $25,000 in aggregate and to make minor changes in the types of services and activities provided under the Agreement.

BACKGROUND:

On November 15, 2004, the County Manager approved an Agreement with Estela Aguilar-Chirolo dba Estela’s Place to provide board and care services for difficult to place clients for the term July 1, 2004 through June 30, 2007 for a maximum obligation of $86,010.

This contractor provides two levels of service, the Step Down Service Level and the Augmented Service Level. Clients at the Step Down Service Level are generally more independent and stable, requiring lower levels of supervision and less intensive services. The Augmented Service Level is for seriously mentally ill clients who require a higher level of supervision and services including more intensive mental health services, social skills training and assistance with activities of daily living.

 

DISCUSSION:

The need for services provided by this Contractor is greater than what was anticipated when the original Agreement was completed. This Agreement is being amended to increase the anticipated bed use from six beds to eight beds. New required contract language pertaining to the Employee Jury Service Ordinance is also being added to this amended Agreement.

 

The term of the Agreement remains July 1, 2004 through June 30, 2007. The amendment is effective July 1, 2005, and includes a 3% cost-of-living adjustment for FY 2005-06.

 

The amendment to the Agreement has been reviewed and approved by County Counsel and Risk Management.

 

FISCAL IMPACT:

The Agreement maximum is being increased from $86,010 to $108,336 for the three-year term. A total of $39,833 is included in the approved Mental Health Services FY 2005-06 budget. Sales tax provided through realignment will cover $35,750 of the current year cost. The remaining $4,083 is Net County Cost, as maintenance of effort for realignment. A similar arrangement will be in place for FY 2006-07.
