SUBJECT:

Appropriation Transfer Requests

 

RECOMMENDATION:

Approve an Appropriation Transfer Request (ATR) in the amount of $370,000 from Other Foundation Grants to various accounts.

 

VISION ALIGNMENT:

Commitment: Ensure basic health and safety for all and Responsive, effective and collaborative government.

Goal 5 and 20: Provide residents access to healthcare and preventive care and government decisions and Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.

These grants contribute to these commitments and goals through San Mateo Medical Center’s participation in the individual programs funded by the grants. The Blue Shield California Hospital Scholarship Program and the San Francisco Bay Area Challenge Program implement proven interventions that prevent complications associated with hospitalization; the Integrated Nurse Leadership Program supports efforts to improve patient outcome and recruitment and retention of nursing workforce; the Improving Asthma Care through Patient Empowerment Program will give the SMMC patient with asthma the needed tools to partner with their medical provider in maintaining their health at home, at school and in the community.

BACKGROUND:

The following four grants were presented to your Board and accepted on September 13, 2005.

 

1.

a grant from the Blue Shield California Hospital Scholarship Program in the amount of $20,000 to support San Mateo Medical Center’s implementation of interventions recommended by the Institute for Healthcare Improvement’s “100K Lives Campaign.

2.

a grant from the Betty and Gordon Moore Foundation in the amount of $75,000 to support the San Mateo Medical Center’s participation in the Foundation’s San Francisco Bay Area Challenge Grant Program for implementation of interventions recommended by the Institute for Healthcare Improvement’s “100K Lives Campaign”

3.

a grant from the Regents of the University of California for $75,000 to participate in conducting a program titled ” Integrated Nurse Leadership Program”

4.

a grant from the California Healthcare Foundation (CHCF) in the amount of $200,000 to develop and implement the “Improving Asthma Care Through Patient Empowerment” Program in SMMC Clinics

 

DISCUSSION:

This ATR will appropriate funding as follows:

1.

from Other Foundation Grants to Meetings and Conference Expense

2.

from Other Foundation Grants to Medical Electronic Equipment, Paper Products Expense, Other Professional Contract Services and Other Special Department Expenses

3.

from Other Foundation Grants to Regular Hours – Permanent Position, Other Special Department Expense, and Meeting and Conference Expense

4.

from Other Foundation Grants to Regular Hours – Permanent Positions, General Office Expense, Management Consulting Services, and Fixed Assets – Equipment.

 

FISCAL IMPACT:

The ATR appropriates the grant funds in SMMC’s FY2005-06 budget. There is no net county cost associated with these grants.
