Annexation of Property to the Burlingame Hills Sewer Maintenance District – Lands of Finau – Burlingame Hills Area

 

Recommendation

Acting as the governing board of the Burlingame Hills Sewer Maintenance District and after conducting a public hearing:

 
 

1.

Adopt a resolution ordering the annexation of the Lands of Finau to the Burlingame Hills Sewer Maintenance District (District).

 
 

2.

Instruct the Clerk of the Board to transmit a copy of the resolution ordering annexation to the City of Burlingame.

Your Board authorizing the proposed annexation can result in the District providing sanitary sewer service to a parcel in a suburban area that would otherwise use an “on-site” method to handle wastewater, which could have an impact on neighboring residents.

Previous Board Action

Entered into an agreement with the City of Burlingame for the provision of sewer service by the District for properties within the unincorporated area, but not within the current boundaries of the District

   

2.

Set 9:15 a.m. on Tuesday, April 4, 2006, in your Chambers, as the time and place of a public hearing to consider the annexation of the Lands of Finau to the District.

 

History

Mary E. Finau, current owner of the property located at 6190 Skyline Boulevard and identified by Assessor’s Parcel Number 027-231-020, has requested that her property be annexed to the District as the existing septic system is deteriorating and she wishes to connect to District facilities.

 

A public hearing to consider an annexation to the District is required pursuant to Section 4860 et seq. of the Health and Safety Code.

 

Discussion

The District is able to provide sewer service to the property.

 

The public hearing to consider the proposed annexation has been properly noticed and the appropriate description prepared.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The property owner has paid the required fees which include:

Sewer Inspection Permit Fee:

The property owner will be subject to the annual sewer service charge levied by the District, currently $657 per year; will also be required to reimburse “down stream” property owners for a proportionate share of the sewer main that they had previously constructed and which will be used to transport waste water from this property; and to construct and pay for the sewer main extension and sewer lateral that is necessary to bring sewer service to this property, if the annexation is approved and sewer service provided.

 

There is no impact to the General Fund.
