RESOLUTION IN SUPPORT OF AB 2108 (EVANS),
VEHICLES AND CHILD PASSENGERS
|

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that
|
|
WHEREAS, automobile collisions are a major cause of death, injury and disability for children ages four through 12; and
|
|
WHEREAS, according to the AAA Foundation for Traffic Safety, the use of appropriate child passenger restraint systems can reduce serious injury by 60%; and
|
|
WHEREAS, according to the National Highway Traffic Safety Administration (NHTSA) 2003 Fatality Analysis Reporting System, significant increases in child restraint usage due to efforts like the Buckle Up America campaign have caused continued decreases in number of child passenger motor vehicle deaths; and
|
|
WHEREAS, AB 2108 (Evans) would expand current law requirements regarding the use of child passenger restraint systems and safety belts by requiring parents, or in the absence of parents the driver, to ensure generally that:

Children under eight are secured in a rear seat with an appropriate child passenger restraint system,
|
●
|
Children between eight and 12 years of age are secured in a rear seat with a safety belt, and
|
●
|
Children between 13 and 16 years of age wear seat belts; and
|
|
WHEREAS, AB 2108 could reduce hospitalizations of children six to eight years of age, who may be injured while wearing adult seat belts, decrease fatalities of those children not wearing any restraints and ultimately save lives;
|
|
NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors by the adoption of this resolution hereby supports AB 2108 (Evans) regarding vehicles and child passengers.
