RESOLUTION A) AUTHORIZING AN AGREEMENT WITH INTERMOUNTAIN HEALTH CARE TO PROVIDE ACCESS TO AMERINET, A GROUP-PURCHASING SERVICE, FOR SAN MATEO COUNTY; B) AUTHORIZING THE PURCHASING AGENT TO ENTER INTO PURCHASE ORDERS AND AGREEMENTS FOR
SAN MATEO COUNTY FOR SUPPLIES, SERVICES, AND EQUIPMENT WITH VENDORS THROUGH THE GROUP PURCHASING PROGRAM; AND
C) WAIVING THE BID PROCESS FOR ALL PURPOSES PURSUANT
TO THE GROUP-PURCHASING AGREEMENT

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, Intermountain Health Care, the nation’s leading purchasing cooperative, provides the most comprehensive group-purchasing program available in the healthcare industry; and

 

WHEREAS, through this program, the county has been able to purchase services, supplies and equipment from approximately 500 vendors at discounted rates; and

 

WHEREAS, both parties now wish to enter into an Agreement to provide group-purchasing services for the period of January 1, 2006 to December 31, 2008, at no cost to San Mateo County; and

 

WHEREAS, Ordinance Code Section 2.92.050 authorizes the Board of Supervisors to waive the Bid Process in any situation where the Board of Supervisors determines that the best interest of the county could be served without the necessity of bids; and

 

WHEREAS, Intermountain Health Care (IHC) has provided group-purchasing services for the Purchasing Division of the Employee and Public Services Department and Health Services for more than ten years. Through this program, the county has been able to purchase services, supplies and equipment from approximately 500 vendors at discounted rates. The county, however, is not obligated to purchase through Intermountain Health Care if it can purchase the item elsewhere at lower cost; and

 

WHEREAS, Unlike many other purchasing groups, the majority of IHC are "dual-awarded"; hospitals have at least two choices of vendors to purchase from, while still enjoying the accelerated discounts of members. In addition, IHC has provided the county with a quarterly shareback check that is a portion of the administrative fees received by IHC from the manufacturers; and

 

WHEREAS, this Board has been presented with a form of the Agreement and has examined and approved it as to both form and content and desires to enter into the Agreement:

 

NOW THEREFORE, IT IS HEREBY RESOLVED that the Board of Supervisors be, and is hereby authorized and directed to execute said Agreement on behalf of the County of San Mateo, and the Clerk of this Board shall attest the President's signatures thereto.

 

IT IS HEREBY FURTHER RESOLVED that the Purchasing Agent shall be authorized to enter into Purchase Orders and Agreements for San Mateo County for supplies, services, and equipment with vendors through the Group Purchasing program; and

 

BE IT FURTHER RESOLVED, that the Bid Process is waived for all purposes pursuant to the Group-Purchasing Agreement.
