Second Amendment to the Agreement with North Peninsula Neighborhood Services Center to provide Safety Net Services

 

RECOMMENDATION:

Adopt a Resolution Authorizing:

 

A Second Amendment to the Agreement with North Peninsula Neighborhood Services Center. This Amendment will increase the funding allocated for Safety Net Services by $25,330, from $102,079 to $127,409, for the term of July 1, 2005 to June 30, 2006.

This Amendment contributes to this commitment and goal by providing San Mateo County residents with information, general assistance, case management, emergency material assistance and employment related activities through the CORE Services Agencies (CSA).

BACKGROUND:

On September 27, 2005, the Board of Supervisors passed Resolution Number 067580 approving an Agreement with North Peninsula for the Safety Net Services. North Peninsula is one of the seven (7) CORE Services Agencies (CSA), which provides an array of services to the residents of San Mateo County, including information and referral, emergency assistance, case management and other related services. The Core Services Agencies also provide access to the County’s Human Services delivery system and serve as part of the network to prevent homelessness.

 

DISCUSSION:

On February 28, 2006, the Board of Supervisors passed Resolution Number 067820, accepting the Safety Net Services Needs Assessment Report and authorized an increase of $50,000 for the Fiscal Year 2005-06 for the CSA. The additional funding was to partially restore CSA’s Safety Net Services to prior funding level.

The need for the additional funding is the result of an increasing demand for Safety Net Services, increasing complexity of needs and funding decreases of CSA’s revenue sources. As a result of this Amendment North Peninsula will receive $10,330 from the County General Fund for Safety Net Services.

The Human Service Agency in collaboration with Peninsula Community Foundation is also providing funding to North Peninsula in the amount of $15,000 to match a grant. This funding will help to increase their capacity in all aspects of their organization including leadership, staff, finances and organizational structure as it explores expansion into a full-fledged Family Resource Center to assist more clients.

 

FISCAL IMPACT:

The term of the original Agreement will remain the same, July 1, 2005 through June 30, 2006. This Amendment will increase contract funding by $25,330, for a total obligation of $127,409. There is sufficient funding for the Amendment in the Adopted Budget for FY 2005-06. Funding is provided through the County General Fund. The Net County Cost of $25,330 will be absorbed within the Agency’s budgeted Net County Cost.
