RECOMMENDATION:

Adopt a Resolution Authorizing:

An Amendment to the Agreement with Shelter Network for the Motel Voucher Program and Transitional Housing for Families with Special Needs Program. This Amendment will increase the funding allocated for the Shelter Network’s Motel Voucher Program by $125,000, from $416,120 to $541,120, for the term of the July 1, 2005 to June 30, 2006, with an increase in Net County Cost of $41,666.

This Amendment will contribute to the commitment and goal through the cooperative efforts of public and private parties to advance the mutual goal of providing a continuum of housing opportunities for homeless families.

Data is currently in development for new Outcome Based Management (OBM) measures. Services will include recruitment and retention of participating motels, negotiation of rates of payments vouchers services.

BACKGROUND:
|
On September 27, 2005, the Board of Supervisors passed Resolution Number 067582, approving an Agreement with Shelter Network for the Motel Voucher Program and Transitional Housing for Families with Special Needs Program. This program serves an extensive population of individuals with multiple barriers who are in great need of transitional housing and supportive services with motel vouchers and continuum of housing opportunities for homeless families.

DISCUSSION:
|
The need for additional funding is the result of an increase of 47.6%, from 349 to 515, in the number of the motel nights demanded and utilized by the program participants. The $125,000 additional funding will enable Shelter Network to continue assisting and serving the program participants for the remaining of the Fiscal Year 2005-06 without interruption of services.
This Amendment includes all provisions that are required by the County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy.

FISCAL IMPACT:
|
The term of the original Agreement is July 1, 2005 – June 30, 2006. This Amendment increases the contract by $125,000 for a total contract obligation of $541,120. Appropriation is included in the FY05-06 Adopted Budget. Of the $125,000 additional cost, $41,667 is funded through Children and Family Services allocations, $41,667 through CalWORKs allocations, and $41,666 is Net County Cost which will be absorbed within the Agency.
