SUBJECT:

Pescadero/Memorial/Sam McDonald County Park Sediment Reduction Project - Pomponio Trail, Ridge Trail and Towne Fire Road Upgrades (F-306 [1-B])

 

Recommendation

Adopt resolutions:

 
 

a)

authorizing an Appropriation Transfer Request (ATR) totaling $478,000, which establishes an appropriation in the Capital Projects Budget with matching revenues, to finance the Pescadero/Memorial/Sam McDonald County Park Sediment Reduction Project as described above;

 
 

b)

awarding and authorizing execution of a contract for the project.

The proposed project will reduce the amount of sediment contributions to Pescadero Creek and thus preserve Coho Salmon and Steelhead Trout spawning areas while improving the trails and fire road for the benefit of the users of these facilities.

Previous Board Action

1.

Adopted Resolution No. 067384 on June 21, 2005, adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the above referenced project.

 

2.

Adopted Resolution No. 066836 which authorized the Director of Public Works to execute an agreement with the California Department of Fish and Game for Fishery Restoration Grant Funding for the project.

 

3.

Rejected the single bid received on July 7, 2005, and authorized the Director of Public Works to re-advertise the project for bids in the Spring 2006.

 

History

The Parks and Recreation Division of the Environmental Services Agency retained a consultant to evaluate sediment loads, and ways to mitigate sediment from County park property entering into Pescadero Creek (Creek) and its tributaries. The Creek supports populations of Coho Salmon and Steelhead Trout, which are listed as either endangered or threatened species, and sediment contributes to increase turbidity in the Creek making it difficult for both Coho Salmon and Steelhead Trout to spawn. The consultant prepared their report entitled “Sediment Assessment of Roads and Trails within the Pescadero/Memorial/Sam McDonald County Park Complex,” and the County subsequently obtained a Fishery Restoration Grant to finance a portion of the recommended sediment reduction work.

 

An appropriation in the Capital Projects Budget is necessary to recognize the funding from the Fishery Restoration Grant and the matching funds from the 1/2 Cent Fund.

 

Discussion

On March 28, 2006, bids were accepted for the project and subsequently referred to this office for checking and recommendation. The bids have been checked and the bid of:

at $455,334 was the lowest bid received. The Engineer's estimate was $465,000. A summary of the bids received is as follows:

The State of California Department of Fish and Game, which administers the Grant, has authorized the County to proceed with award for this project.

 

The Director of the Environmental Services Agency and the Director of the Parks and Recreation Division of the Environmental Services Agency concurs in our recommendation.

 

Resolutions have been approved as to form by County Counsel.

 

We have also reviewed the contract documents and have determined that the Equal Employment Opportunity Program (Affirmative Action) of Half Moon Bay Grading and Paving, Inc., is in accordance with the current Equal Employment Opportunity (Affirmative Action) Program Guidelines. We have also determined that the Half Moon Bay Grading and Paving, Inc., complies with the equal benefits and jury duty pay provisions of the County Ordinance Code.

 

Fiscal Impact

The total overall estimated cost of the project, including construction and contingencies is $478,000 which includes a five percent (5%) contingency ($455,354 +$22,666 = $478,000) as the work is bid on a unit price basis (i.e., linear feet of concrete pipe, etc.). The contingency is used to pay the contractor for any additional material placed for the various bid items as the actual quantity used and the actual limits of the as constructed project.
