No Parking Zones – Edgewood County Park and at the Santa Cruz/Sand Hill Road Intersection
Twenty-Minute Parking Zone - Bay Road

 

Recommendation

A.

Adopt Resolutions:

 
 

1.

Establishing No Parking Zones on:

     
   

a)

Edgewood Road adjacent to the Edgewood County Park Parking Lot; and

     
   

b)

Santa Cruz Avenue at its intersection with Sand Hill Road; and

 
 

2.

Establishing a Twenty-Minute Parking Zone on Bay Road near Hurlingame Avenue.

Previous Board Action

Adopted similar resolutions which designated no parking or limited time parking zones in other areas of the County.

 

History

Section 22507 of the California Vehicle Code provides that local authorities may prohibit or restrict the stopping, parking or standing of vehicles by resolution or ordinance.

 

Discussion

 

No Parking Zones

The no parking zone on Edgewood Road was requested by the Parks and Recreation Department of the Environment Services Agency. The purpose of the zone is to restrict parking adjacent to the Edgewood County Park parking lot in order to allow better visibility for motorists and bicyclists entering and exiting the parking lot.

 

The no parking zone on Santa Cruz Avenue was requested by the Stanford Management Company. The purpose of the zone is to allow for the more orderly movement of vehicular traffic turning right onto Santa Cruz Avenue from westbound Sand Hill Road. The need for this new no parking zone was identified after the Sand Hill Road/Santa Cruz Avenue intersection improvements were constructed.

 

Twenty-Minute Parking Zone

The twenty-minute parking zone was requested by the owner of Benz Collisions at 2740 Bay Road. This zone is proposed to be located in front of the business to improve parking opportunities for their customers. We concur with this request and have determined that a twenty-minute parking zone will not adversely affect the community.

 

Updating Parking Zone Master Lists

The locations of parking restrictions on County maintained streets are currently documented on GIS maps in the Department of Public Works, and will be made available in list form on the Department’s web site. The master lists will be updated to reflect the recommended changes if your Board approves the proposed resolutions.

 

We have sent letters to all property owners within 300 feet of the proposed no parking and time limited parking zones notifying them of the date and time of your Board’s meeting when this item will be considered. We will report to your Board any comments that we receive.

 

Resolutions have been approved as to form by County Counsel.

 

Fiscal Impact

The cost of the staff time involved in evaluating and processing requests for parking regulations is part of the administrative costs associated with evaluating traffic-related requests involving the County maintained road system, and is financed with Road Funds. The cost of signing and marking parking regulations varies, but averages out to approximately $500 per zone. This cost is also financed with Road Funds.

 

The costs for the parking regulation associated with the Sand Hill Road Improvement Project will be fully borne by the Stanford Management Company.

 

There is no impact to the General Fund.
