SUBJECT:

Resurfacing and Construction of Valley Gutters on a Portion of Fair Oaks Avenue, and the Reconstruction of 12th Avenue in North Fair Oaks - Redwood City Area (Project No. RC900, F-149 [D])

 

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the Resurfacing and Construction of Valley Gutters on a Portion of Fair Oaks Avenue, and the Reconstruction of 12th Avenue.

This proposed project will improve these roads for the benefit of the general public.

Previous Board Action

 

Ø

Adopted resolutions establishing minimum road standards and a priority list for road improvements in the North Fair Oaks area.

 
 

Ø

Adopted procedures to be used by Public Works to determine if property owners want minimum road improvements built on a specific street and the minimum road standard to be used in the design of the road improvements.

 
 

Ø

Authorized the Director of Public Works to execute agreements with cities, utility companies and special districts for work less than $50,000 proposed to be done in conjunction with County road projects.

Ø

Fair Oaks and 12th Avenues are the next streets on the North Fair Oaks road reconstruction and drainage priority list approved by your Board.

 
 

Ø

Over 75 percent (75%) of the property owners on 12th Avenue responded in favor of minimum road improvements. Project plans were developed using the road standard preferred by the property owners for each block of 12th Avenue.

 
 

Ø

Valley gutters are proposed to be constructed on Fair Oaks Avenue to complete surface drainage in the area as the travel way of the road was previously reconstructed several years ago.

 

Discussion

The proposed project, totaling approximately 0.34 miles in length, consists of resurfacing and constructing valley gutters on Fair Oaks Avenue from Edison Way to 12th Avenue, and reconstructing the two blocks of 12th Avenue near Fair Oaks Avenue.

 

This project qualifies for a Categorical Exemption pursuant to Section 15301(C), Class 1 of the Public Resources Code (California Environmental Quality Act [CEQA]), and a Notice of Exemption has been filed with the County Clerk Recorder as provided by County guidelines.

 

A resolution has been approved as to form by County Counsel.

 

Fiscal Impact

The estimated cost of construction is $315,000 and is proposed to be financed as follows:

Fair Oaks Sewer Maintenance District

$3,300

 
 
 

Total Estimated Cost

$315,000

 
 

Reimbursement for the cost of doing work for the Fair Oaks Sewer Maintenance District will be covered by an agreement executed by the Director as authorized by your Board.

 

Funds have been appropriated in both the Road Fund and the Roadway Improvement Fund to finance this work.

 

There is no impact to the General Fund.
