    RESOLUTION AUTHORIZING THE PURCHASING AGENT TO ENTER INTO A 37-MONTH LEASE-TO-OWN AGREEMENT WITH KEY GOVERNMENT FINANCE, INC. FOR EQUIPMENT FROM B. BRAUN MEDICAL INC. EQUIPMENT INCLUDES 90 OUTLOOK 100 INFUSION DEVICES (PUMPS), 63 POLES, 18 CURLIN PAINSMART PCA DEVICES (PUMPS), AND ACCESSORIES, IN AN AMOUNT NOT TO EXCEED $347,443 INCLUDING TAX, FREIGHT, A ONE YEAR WARRANTY, AND A TWO-YEAR EXTENDED WARRANTY

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, the Lease Agreement with Baxter Healthcare Corporation for infusion pumps expired June 26, 2005, and

 

WHEREAS, San Mateo Medical Center’s current infusion system is outdated and uses old technology which causes a high failure rate in the system, a situation which leads to an increase in rental expenses of IV pumps; and

 

WHEREAS, because we had been experiencing frequent recall issues with the Baxter Colleague Infusion Pumps which created doubts about the Baxter Colleague pump efficacy and reliability and drove-up costs due to forced pump rentals, SMMC determined the need to replace the pumps with a proven reliable system that met all clinical and JCAHO requirements; and

 

WHEREAS, an IV Infusion Pump Fair was held on November 1 and November 2, 2005, during which B. Braun Medical Inc. and Hospira presented their IV infusion and PCA (patient controlled administration) pumps; and

 

WHEREAS, a decision was made, based on pump technology, reliability, cost, and architecture, to obtain the pumps from B. Braun. B. Braun will provide 90 Outlook 100 Safety Infusion Devices (pumps), 63 IV poles at no charge, 18 Curlin PainSmart PCA Devices (pumps), two of which will be provided at no charge, and accessories, through a 37-month Lease-To-Own Agreement with Key Government Finance, Inc., from the date SMMC acknowledges delivery of the devices, with a maximum amount of $347,443, which includes tax, freight, a one year warranty, and a two-year extended warranty; and

 

NOW, THEREFORE, IT IS HEREBY RESOLVED that Purchasing Agent shall be authorized to enter into a 37-month Lease-To-Own Agreement with Key Government Finance, Inc. for B. Braun Medical Inc. equipment which includes 90 Outlook 100 Safety Infusion Devices (pumps), 63 IV poles, 18 Curlin PainSmart PCA Devices (pumps), and accessories for a maximum amount of $347,443 which includes tax, freight, a one-year warranty, and a two-year extended warranty and the Clerk of the Board shall attest the President’s signature thereto.
