BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION WAIVING THE REQUEST FOR PROPOSAL PROCESS
AND AUTHORIZING THE PRESIDENT OF THE BOARD TO EXECUTE A SECOND AMENDMENT TO THE AGREEMENT WITH TURBO DATA SYSTEMS, INC.

 

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that:

 

WHEREAS, in 1998 the San Mateo County Superior Courts advised all agencies that, pursuant to new legislation, the Courts would no longer be involved in the parking citation processing; and

 

WHEREAS, in 1999 all San Mateo County cities prepared for joint assumption of citation processing and appeals hearing responsibility; and

 

WHEREAS, a subcommittee composed of police and finance representatives from the cities of Daly City, San Mateo, and Belmont was formed to develop and administer a Request for Proposals (RFP) process for the selection of a citation-processing vendor; and

 

WHEREAS, on May 4, 1999, the County entered into a three-year Agreement (Resolution No. 62768) with Turbo Data Systems, Inc. for provision of processing parking citations and administrative adjudication of appeals; and

 

WHEREAS, on June 18, 2002, the County approved Amendment One (Resolution No. 65370) to the Agreement with Turbo Data Systems, Inc., extending the term three-years to June 30, 2005; and

 

    WHEREAS, once again a subcommittee has been formed and is currently in the process of developing a new RFP for processing parking citations and administrative adjudication of appeals; and

 

    WHEREAS, it is in the best interest of the County to waive the Request for Proposals process due to the fact that a new RFP is currently being developed; and

 

WHEREAS, both parties now wish to further amend the Agreement, whereby Turbo Data Systems, Inc, will continue processing parking citations and administrative adjudication of appeals, extending the term 12-months to June 30, 2006; and

 

WHEREAS, this Board has been presented with a form of said Second Amendment to the Agreement and has examined said document as to both form and content, and desires to enter into same:

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED THAT the Request for Proposal process is waived, and the President of this Board of Supervisors be, and is hereby authorized to, execute Amendment Two to the Agreement with Turbo Data Systems, Inc. for provision of processing parking citations and administrative adjudication of appeals, for and on behalf of the County of San Mateo, and the Clerk of this Board of Supervisors shall attest the President’s signature thereto.
