SUBJECT:

Appropriation Transfer Request to Fund the Purchase of Nortel Networks Call Center, Symposium.

RECOMMENDATION:

Adopt a Resolution:
Authorizing an Appropriation Transfer Request in the amount of $369,884 from reserves to fixed assets for installation of a Nortel Networks Call Center, Symposium.

VISION ALIGNMENT:

Commitment: Responsive, effective and collaborative government.

Goal 20: Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.

This installation contributes to this goal by following a planned upgrade path for critical voice network services thereby ensuring continued systems availability.

BACKGROUND:

Meridian Max is a telephone routing system, call center and statistical reporting application and was purchased and installed in Redwood City in 1996. In 1998 ISD installed Meridian Max at the San Mateo Medical Center and San Mateo Health Department. Many County departments use Meridian Max to route their incoming calls. These departments include: Tax Collector, Assessors/Recorder’s Office, Health Department, Department of Child Support Services and San Mateo Medical Center. In addition to call routing, Meridian Max provides County departments with call statistics in support of their OBM programs.

DISCUSSION:

The manufacturer, Nortel Networks, has announced the end-of-life for Meridian Max and will soon end product support. ISD is planning to replace Meridian Max with its successor product, Symposium. The Symposium platform is engineered for the Internet-based multimedia environment and will support the County’s efforts to move towards Voice over Internet Protocol (VoIP) as Symposium is IP enabled and web based. Call statistics are stored in an open standards database, and enhanced reports are available. Your Board signed an Agreement with NetVersant on November 15, 2005 for Nortel equipment purchasing and maintenance. The Nortel Symposium System will be purchased and installed under the authority of this Agreement. ISD requests the transfer of funds for the replacement of the two existing Meridian Max Systems with Symposium.

FISCAL IMPACT:

The total amount for this ATR is $369,884. Funding is available from ISD’s telephone equipment reserve.
