RECOMMENDATION:
|
Adopt a Resolution:
|
1) Authorizing the President of the Board to execute an agreement with ZiaPartners for system development and training for co-occurring disorders treatment for the term May 2, 2006 through June 30, 2008, for a maximum obligation of $399,600, and
|
2) Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed an aggregate of $25,000 and to make minor changes in the types of services and activities provided under the Agreement.

BACKGROUND:
|
Co-occurring psychiatric and substance abuse disorders are common. A national 2002 survey by the federal Substance Abuse and Mental Health Services Administration (SAMHSA) found that four million Americans age 18 and older have co-occurring serious mental illness and substance abuse disorders. Of those, only 12% received both mental health and substance abuse treatment.

The State-approved San Mateo County Mental Health Services Act (MHSA) Three-Year Plan includes as a program strategy system development and training for co-occurring psychiatric and substance abuse disorders. Alcohol and Other Drug Services (AOD) of the Human Services Agency (HSA) has also determined that the need for improving co-occurring treatment capacity is a high priority. Mental Health and AOD are working collaboratively on this effort to integrate service approaches through system level change. This system re-design will involve AOD and Mental Health providers serving clients of all ages.

DISCUSSION:
|
In December of 2005 Mental Health Services released a Request for Proposals for the provision of system development and training for co-occurring psychiatric and substance abuse disorders treatment. ZiaPartners was selected for the provision of these services. The contract with ZiaPartners will create a training program to help Mental Health and AOD providers improve services to clients with co-occurring mental health and substance abuse disorders. The principal consultants for these services are Dr. Ken Minkoff and Dr. Christie Cline. They have done seminal work in the area of co-occurring disorders and developed the ‘Four Quadrant’ treatment model, which is the basis of the services described in the RFP for these services. This contractor has provided similar services in the Bay Area, in California and nationwide.

ZiaPartners will assist the County to provide integrated services for individuals with mental health and substance use disorders and to align this effort with the MHSA. As a result of this work dual diagnosis competency will become a core capacity for all Mental Health and AOD providers. Contractor services will include training on co-occurring psychiatric and substance use disorders, services and practice development, as well as system development consultation and technical assistance. Access to services and system coordination among AOD and Mental Health providers will be improved so that both will be able to provide appropriate services to clients regardless of the entry point into services. Treatment effectiveness will be improved through the implementation of evidence-based practices.

This agreement includes all provisions that are required by county ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy.

The term of this Agreement is May 2, 2006 through June 30, 2008. This agreement has been reviewed and approved by County Counsel and Risk Management.

FISCAL IMPACT:
|
The maximum obligation is $399,600 for the agreement term. Of that amount $249,600 will be funded by the MHSA and $150,000 will be funded by HSA. The maximum FY 2005-06 amount is $35,000, which will be 100% funded by the MHSA. There is no Net County Cost.

For FY 2006-07 the agreement maximum is $182,300. Of that HSA will fund $75,000 and MHSA funding will provide $107,300. There is no Net County Cost. Similar funding arrangements will be in place for FY 2007-08.
