First Amendment to the Agreement with Free at Last for FY 2005-06 Flat Rate Agreement

 

Recommendation

 

Adopt a Resolution authorizing the execution of a First Amendment to the Agreement with Free at Last for FY 2005-06 Flat Rate Services Agreement to add funding in the amount of $41,424 for Men’s residential services.

This Agreement contributes to this commitment and goal by providing individuals and families in San Mateo County with the skills and knowledge necessary to live alcohol and drug free lives, which in turn contributes to the health and safety of the communities in San Mateo County.

 

Performance Measure(s): Alcohol and Other Drug Service Providers are in compliance with the Human Services Agency’s Outcome Based Management (OBM) Program Plan. The following are the recommended Performance Measures included in the OBM Program Plan for alcohol and drug prevention and treatment services.

* Previously, this OBM measure, measured the percent of clients reducing or abstaining from alcohol and/or other drug use at 3 months and 9 months post-intake. The follow-up time frame for FY 2005-06 has been changed to 6 months and 12 months post-intake in order to align with Federal follow-up standards. Data is currently in development.

 

BACKGROUND:

On August 29, 2005, the Board of Supervisors, under Resolution #067447, approved the Flat Rate Agreement with Free at Last in the amount of $339,496, for FY 2005-2006.

 

Due to financial hardship and reduced funding for Free at Last, the County has agreed to make additional funds available in the amount of $41,424. The additional funds are to provide drug treatment services for eight (8) additional male clients during FY 2005-06.

 

DISCUSSION:

This First Amendment is necessary to provide additional funding for Men’s residential services.

 

The amendment includes all provisions that are required by county ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy.

 

FISCAL IMPACT

The term under this First Amendment is 7/1/2005 through 6/30/2006. The County’s obligation has increased by $41,424, from $339,496 to $380,920. Funding has been provided with Alcohol and Other Drug Services trust funds and is included in the Human Services Agency Adopted Budget for FY 2005-06. There is no Net County Cost.
