BOARD OF SUPERVISORS, COUNTY OF SAN MATEO, STATE OF CALIFORNIA

RESOLUTION WAIVING THE REQUEST FOR PROPOSAL PROCESS AND AUTHORIZING AN AGREEMENT WITH JOHNSON CONTROLS, INC. FOR INSTALLATION AND RETROFITTING SERVICES FOR VARIOUS SECURITY
SYSTEMS AT THE SAN MATEO COUNTY HEALTH CAMPUS.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that:

WHEREAS, the Health Services Department building complex, on the grounds of the San Mateo Medical Center/Health Department campus, presently has no installed proximity security systems, such as cardkey readers and door controls; and

WHEREAS, there have been several security incidents in recent years where unauthorized persons have gained access to sensitive areas of the facility; and

WHEREAS, Johnson Controls, Inc. will install a security management system, upgrade five terminal controllers, and upgrade the video security system; and

WHEREAS, in order to be functional, the cardkey installation, replacement panels, and DVR recording subsystem all must be compatible with, and integrate into the existing Johnson Controls installed product base; and

WHEREAS, in recent years through several major RFP processes, Johnson Controls, Inc. was selected as the County’s security systems provider, therefore waiving the RFP process for this Agreement is requested; and

WHEREAS, both parties now wish to enter into an Agreement, for provision of installation and retrofitting services for various security systems located at the San Mateo County Health Campus, for the period of May 1, 2006 to April 30, 2009, and a total fiscal obligation of $213,764.80; and

WHEREAS, this Board has been presented with a form of said Agreement and has examined said document as to both form and content, and desires to enter into same:

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED THAT the Request for Proposal process is waived, and the President of this Board of Supervisors be, and is hereby authorized to, execute the Agreement with Johnson Controls, Inc., for and on behalf of the County of San Mateo, and the Clerk of this Board of Supervisors shall attest the President’s signature thereto.
