SUBJECT:

Memorandum of Understanding with PDA

 

RECOMMENDATION:

Adopt a resolution adopting the Memorandum of Understanding with the Probation and Detention Association (PDA).

Goal 20: Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.

 

DISCUSSION:

The County concluded negotiations with PDA on Wednesday, April 19, 2006 and the PDA membership has ratified the County’s offer. The following summarizes the major elements in the Memorandum of Understanding which covers a forty-nine and one-half month period of April 23, 2006 through May 29, 2010:

    General Salary Increases
    Salaries will be increased by 3% effective April 23, 2006, by 3% effective April 22, 2007, by 3% effective April 20, 2008 and by 3% effective April 19, 2009.

    Equity Increases
    Deputy Probation Officers will receive a 2% equity increase effective April 23, 2006, and a 2% increase effective April 19, 2009. Group Supervisors will receive a 1% equity increase effective April 23, 2006 and a 2% increase effective April 19, 2009.

    Medical Benefits
    Any changes in medical benefits for active employees negotiated with AFSCME Local 829 or SEIU Local 715 in November 2006, will also be implemented for PDA.
    Retiree Medical
    Any changes in retiree medical benefits negotiated with AFSCME Local 829 or SEIU Local 715 in November 2006, will also be implemented for PDA.
    Sick Leave Conversion
    The value of sick leave that is cashed out upon retirement in lieu of retiree health coverage is increased from $100 per 8 hours to $140 per 8 hours effective April 23, 2006.
    Pick-Up of Employee Retirement Contributions
    The County pick-up of employee retirement contributions is increased from 15% to 20% effective April 23, 2006.
    Group Supervisor Classification
    The Group Supervisor I and Group Supervisor II classifications will be flexibly staffed effective April 23, 2006.

FISCAL IMPACT:

The total cost of the changes is approximately $17,000,000 over the forty-nine and one-half month term of the contract.
