Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

The reclassification of one position, splitting of one full-time position into two half time positions, and salary adjustment for one classification will assist departments in meeting their individual performance expectations by assuring that they have staff with the skills necessary to perform the work.

Background

Each year following budget deliberations your Board adopts the annual salary ordinance. The ordinance enacts the decisions made during budget hearings concerning the number of positions in the County service. Throughout the year, because of changes in the operating needs of departments, salary ordinance amendments are recommended that make changes to department staffing configurations.

Discussion

The salary ordinance changes herein represent:

reclassifying one filled position,

changing the salary rate of one classification, and

splitting one full time position in to two half time positions.

These actions were approved for study by the County Manager's Office and the amendment has been reviewed by the County Counsel’s Office.

The specific actions are discussed in detail below.

ORGANIZATION 17000 EMPLOYEE AND PUBLIC SERVICES

Action:

Change: The salary range of the classification of D027, Administrative Services Manager II:

From: Biweekly Salary: $3,453.20 - $4,294.40

Approximate Monthly Salary: $7,444.00 - $9,305.00

To: Biweekly Salary: $3,607.20 - $4,508.80

Approximate Monthly Salary: $7,816.00 - $9,770.00

Explanation:

This is the salary range adjustment for the Administrative Services Manager II classification. Based on external market data, it is appropriate to raise the salary by 5% to the recommended rate to attract qualified candidates. This action represents a monthly salary and benefits cost of $776 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

 

ORGANIZATION 62000 PUBLIC HEALTH

Action:

Split: One full time position of F122S, Physician series

Biweekly Salary: $4,660.80 - $5,509.60

Approximate Monthly Salary: $10,099 - $11,938

Into: Two half time positions

Same Salary Range

Explanation:

This is the splitting of one full time Staff Physician position into two half time positions. This change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. This action represents no change in monthly salary and benefits costs. The action increases the total number of authorized positions by one.

 

ORGANIZATION 70000 HUMAN SERVICES

Action:

Reclassify: One position of D092, Human Services Agency Deputy Director of Finance

Biweekly Salary: $3,607.20 - $4,508.80

Approximate Monthly Salary: $7,816.00 - $9,770.00

To: One position of D130, Human Services Agency Director of Finance

Biweekly Salary: $3,787.20 - $4,734.40

Approximate Monthly Salary: $8,206.00 - $10,259.00

Explanation:

This is the reclassification of one filled position of Human Services Agency Deputy Director of Finance to Human Services Agency Director of Finance. This position has been studied and determined to be appropriately classified as Human Services Agency Director of Finance. This action represents a monthly salary and benefits cost of $489. There is no change in the total number of authorized positions.

 

Fiscal Impact

The reclassification action and additional differentials represent a monthly salary and benefits cost of $1,265 or an annual cost of $15,180.
