Amendment to the Agreement with Gibson & Associates

 

RECOMMENDATION:

Adopt a Resolution:

A)

Authorizing the President of the Board to execute an amendment to the Agreement with Gibson & Associates, Inc. increasing the Agreement maximum by $17,105 for a new maximum obligation of $109,170 for the period February 1, 2005 through June 30, 2006; and

   

B)

Authorizing the Director of Health to execute subsequent amendments and minor modifications not to exceed $25,000 in aggregate and to make minor changes in the types of services and activities provided under the agreement.

The Agreement contributes to this commitment and goal by providing services to facilitate the planning process for services that will be funded by the California Mental Health Service Act (MHSA).

BACKGROUND:

In November 2004, Mental Health Services issued a Request For Proposals (RFP) for consulting services to assist the planning process for the MHSA. Eight proposals were received, and Gibson & Associates was selected to provide these services.

 

In February 2005, the County Manager approved an agreement with this contractor for FY 2004-06. Since that time Gibson & Associates has provided the following services: facilitation of Adult and Older Adult MHSA Planning Task Force; shared facilitation of the MHSA Steering Committee; facilitation of focus groups; database development; best practices research; and drafting of the Adult and Older Adult portions of the MHSA Three-Year Plan.

 

DISCUSSION:

The Agreement is being amended to add facilitation and planning tasks related to the implementation of the MHSA Three-Year Plan and to increase the maximum contract obligation to accommodate the additional services.

 

The amendment includes all provisions that are required by county ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy.

 

The term of this amended Agreement remains February 1, 2005 through June 30, 2006. The amendment has been reviewed and approved by Risk Management and County Counsel.

 

FISCAL IMPACT:

The amended Agreement maximum is being increased by $17,105 to a new maximum of $109,170. The amended maximum for FY 2005-06 is $40,121 which is included in the approved Mental Health Services budget for FY 2005-06. Services will be funded 100% by MHSA funds. There is no Net County Cost associated with approval of this amendment.
