Fifth Amendment to the Robert Half International dba Office Team and AccounTemps Agreement

 

RECOMMENDATION:

Adopt a Resolution:

1.

Waiving the Request for Proposal (RFP) process; and

2.

Authorizing the execution of an Amendment to the Agreement with Robert Half International dba Office Team and AccounTemps increasing the amount by $275,000, for a total obligation of $375,000, to provide for continuing services of temporary employees to the Human Services Agency (HSA) and extending the Agreement term to June 30, 2007.

BACKGROUND:

On July 21, 2003, an Agreement was entered into with Robert Half International dba Office Team and AccounTemps in the amount of $25,000. This was to obtain temporary employees on an as-needed basis. Two subsequent Change Orders extended the term dates only, and Change Order No. 4 was to increase the amount by $75,000, bringing the total to $100,000.

 

Since CalWIN went into effect, there has been a greatly increased workload in the HSA Fiscal Services Unit.

 

DISCUSSION:

This Fifth Amendment to the Agreement with Robert Half International dba Office Team and AccounTemps provides for continuing the services of two temporary employees who are currently working in the HSA’s Fiscal Services Unit. Since October 2005, these temporary employees have been performing critical daily reviews of CalWIN expenditures for HSA, and their work is extremely useful in determining what is claimable. It is in the County’s best interests to waive the RFP process because the Contractor and the temporary employees at issue are already familiar with CalWIN and HSA processes and procedures and have a proven record of satisfactorily performing the requested work. It is anticipated that this need will continue for at least an additional twelve months, or until adequate permanent staffing is obtained.

 

Two new Accountant positions are included in the FY2006-07 budget request to address this need.

 

The Amendment includes all provisions that are required by County ordinance and administrative memoranda, including but not limited to insurance, hold harmless, non-discrimination, equal benefits and jury service policy.

 

FISCAL IMPACT:

This Amendment to the Agreement with Robert Half International dba Office Team and AccounTemps increases the amount by $275,000, for a total obligation of $375,000 and extends the term for an additional year. The new term is July 21, 2003 to June 30, 2007. This expense will be claimed against CalWIN and CalWorks allocations and has been included in the Adopted FY 2005-06 Adopted Budget. There is no Net County Cost.
