RESOLUTION IN SUPPORT OF SB 1431 (COX), DESIGN-BUILD CONTRACTING FOR CITIES, COUNTIES AND SPECIAL DISTRICTS

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, current law, with exceptions, requires local governments to separate the design and construction components of projects through a design-bid-build process; and

WHEREAS, since 1995, the Legislature has allowed a growing number of local governments, including 30 counties, to use design-build contracts; and

WHEREAS, SB 1431 (Cox) would allow all counties, cities and special districts to use the design-build contracting method; and

WHEREAS, SB 1431 would not require the use of the design-build process but would instead provide San Mateo County with an additional tool in the delivery of projects; and

NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Board of Supervisors by adoption of this resolution hereby supports SB 1431 (Cox) regarding design-build contracting for cities, counties and special districts.
